GRAVITY : 

GRAVITY As the rocket runs out of fuel, the rocket goes into a coasting stage. When it starts to coast, gravity makes the rocket stop going up and start to go down.

After the fuel has ran out of the rocket and there is no thrust, the rockets remaining factors are its weight and its aerodynamics. So a rocket that’s not too light or too heavy would be perfect.
