RECENT VIOLENCE :

RECENT VIOLENCE A total of 39 shootings have occurred since January 20 across Metro Vancouver. 17 People have been murdered 18 have been wounded There have been more shootings and gun related deaths in Vancouver since the start of the year than any other Canadian City. Toronto has had 34 shootings with 8 deaths, but have roughly double the population of Vancouver

WHY IS THIS HAPPENING AND WHO IS RESPONSIBLE :

WHY IS THIS HAPPENING AND WHO IS RESPONSIBLE The community we live does not only consist of family orientated and hardworking Canadians, but also the deviant; such as elite gangs as the Red Scorpions, United Nations Gang, and the Independent Soldiers. The lucrative (illegal) drug trade is suffering through this dire time of global recession, within one year the price of a kilogram of powder cocaine has risen from $25,000 to an inflated $50,000. Along with the fluctuation in cocaine prices, heroin has nearly reached six figures. The economy is in a recession and it is clear to say the drug game is in a drought.

WHY THE SHORTAGE OF DRUGS ? :

WHY THE SHORTAGE OF DRUGS ? Mexico is in the grip of an extraordinary drug war that has cost more than 8,000 lives in the past two years. (450 Police and soldiers) Wally Oppal believes the warfare in Mexico has shrunk the market, thus has reduced the supply to B.C However having less drugs available here has created the grounds for our own Drug War.

UN GANG :

UN GANG the top of the food chain of lower mainland gangs is the United Nations Gang whom moniker is a nod to its multicultural makeup because of its members’ diverse ethnic backgrounds, including Iranian, Indo-Canadian, Caucasians and Asians The UN Gang was formed in Abbotsford in the late 1990’s, the UN is a highly structured gang that imports and distributes B.C bud and Cocaine across North America, it is said to have a hierarch similar to the Italian mafia. The gang is said to have 50 to 100 core members in B.C, the former leader of the gang Clayton Roueche is facing charges in the U.S for conspiring to possess cocaine, conspiring to export cocaine, conspiring to import marijuana, an conspiring to launder money, if convicted he faces a maximum of 220 years in prison and 8 million dollars in fines

UN GANG :

UN GANG Following Roueches’ arrest 26 year old Barzen Tilli Choli had allegedly become the new leader of the UN Gang. Tilli Choli on Feb. 16 allegedly pulled up to a Range Rover stopped at an intersection outside T-Barz Exotic Show Lounge on East Whalley Ring Road just after midnight and riddled it with semi automatic gunfire. the target was a known associate of the Bacon brothers Denis Karbovenic. He was charged with 2 count of attempted murder. With Tilli Choli in jail police authorities believe they have taken one of the biggest risk to public safety off the streets of metro Vancouver. After this arrest the UN gang remains leaderless and still at war with the likes of the violent Red Scorpions. http://cb.grc.ca/ViewPage.action?siteNodeId=598&contentId=8403&languageId=4

RED SCORPIONS :

RED SCORPIONS The Red Scorpions are a violent, drug-trafficking criminal organization formed over a decade ago in Willington Youth Detention center in British Columbia. The gang was head manned by Michael Le The gang is known to run large scale “dial a dope” operations in New West, Burnaby, and Victoria. The core members of the gang are estimated to range between 20 and 40 members. Spotlight was shed on the RS after the infamous Surrey six slaughtering of 4 drug dealers and 2 innocent victims. Prior to the slaying the Red Scorpions had aligned themselves with the notorious Bacon Brothers and their associates. It is widely believed that Bacon Brothers were responsible for the death of these six individuals; however no charges have ever been laid. Some member of the RS include: Denis Karbovenic, Mike Leclair (deceased), and all three Bacon brother: Jarrod, Johnathen, Jamie

ORGANIZED OR UNORGANIZED? :

ORGANIZED OR UNORGANIZED? INTEGRATED GANG TASK FORCE: Local police authorities first line of defence against the ongoing gang violence the Integrated Gang Task Force which was created in 2004 to combat the very violence we see on the evening news on a daily basis. The joint management structure brings together resources from Vancouver Police, RCMP, Abbotsford Police, Delta Police, New Westminster Police, Port Moody Police and West Vancouver Police . VIOLENCE SUPRESSION TEAM: added in 2007 to the list of police agencies implemented to combat gang violence on Metro Vancouver streets. This integrated team pools its intelligence and resources to collectively, target the top suspects until they are arrested, convicted and safely placed in jail. Also they aim to from a highly visible pro-active anti gang squad that actively seeks out guns and gangsters, and also to increase the efforts of community intervention and awareness . “GET” GUN ENFORCEMENT TEAM: Implemented to take illegal guns off the streets of Metro Vancouver, is also a integrated team.

Integration: Are they pulling their own weight or are they dead weight? :

Integration: Are they pulling their own weight or are they dead weight? In the teams first week they checked 300 people- many at “gang hangouts” = 3 criminal code offences. By Mid April: stopped “suspected gangsters” 7600 times, pulled over 2,300 cars.= 34 arrests, and 54 charges laid. Generated 1200 reports on PRIME= Another spike of gang violence this year.

REGIONALIZATION: WORTH A TRY? :

REGIONALIZATION: WORTH A TRY? Our mishmash of municipal police forces and RCMP detachments has misconstrued the landscape and made for a ludicrous duplication of support services. It makes no geographical sense to have so many non amalgamated police forces. However what is needed to peruse this according to Solicitor-General John Van Dongen is “to have some level of support from mayors and councils to consider imposing a regional police on communities that are playing their own community policing costs,” It is evident to see why some cities would be hesitant according to former Premier and Attorney General Ujjal Dosangh “to take part in regionalization generally the mayors and the councillor and sometimes the police chiefs will disagree [with regionalization] with you because these are fiefdoms-little empires”

ACCOUNTABILITY/ETHICAL DILLEMAS :

ACCOUNTABILITY/ETHICAL DILLEMAS The Accountability of the police and government with this surge in gang violence has been brought into question by the public. Many local residents are shocked by these brazen acts of violence that hold no restriction to time and location. The public’s trust in the polices ability to combat these gangsters has been brought into disrepute. With municipalities and cities continuing to be so self-vested in their own cities or so called fiefdoms they are unlikely to adopt a change that has been so very successful in larger scale cities such as, Montreal, and Toronto. It is in my opinion that the failure to adopt a regional police force after suffering from high levels of gang related crime for over 20 years is truly unethical of parties whom have the power t initiate it, local police, provincial government, and the federal government. http://www.multimedia.gov.bc.ca/EN/tackling_gun_and_gang_violence/
