Draft Regulation on Large Combustion Plants 22 November 2006 Ankara

Purpose: 

Purpose The purpose is to; Control pollution from Large Combustion Plants, Transpose Large Combustion Plants Directive (LCP-2001/80/EC) Prepare action plan/road map for implementation of a policy

Scope: 

Scope General Provisions Requirements for operation of new plants Requirements for operation of existing plants General requirements Multi-firing units Extension and substantial modification of plants Discharge conditions of flue gas Malfunction or breakdown of abatement equipment Measurement and monitoring requirements Measurement methods Evaluation of emissions Reporting requirements Miscellaneous and final provisions Exemptions More stringent requirements Sanctions Repeal of provisions Permitting procedure Entry into force Enforcement/ Execution

Plants & Exemptions: 

Plants & Exemptions In this draft regulation , New plants shall be apply from the date of publishing of the Regulation (Provisions of LCPD) Existing plants, date of issue being the base year Transitional periods Exemptions due to operational age limitations for plants licensed before June 1st, 19XX Exemptions due to operation hour limitations and fuel quality for plants licensed before June 1st, 19XX

Result: 

Result Respective provisions of RISAPC (existing Indusrial air pollution control regulation) repealed. Respective dates in the Regulation are designated according to the accession process and negotiations (yet to be discussed among stakeholders) The administrative provisions of RISAPC concerning (permitting, enforcement, etc.) apply. The obligations of Environment Law 2872 shall apply.

Investment Requırements: 

Investment Requırements Investment are particularly required for plants which is using fuel-oil and lignite Also, Investments are required ın 25% of the existing plants has capacity ≥ 50MW acc.to requrements of LCP Directive
