ENiGMA – Innovation:Location The goal of ENiGMA RCI is to develop an information integration and management platform based on public sector information. Provides access to various applications and supports graphical interfaces for easy usability. Graphical, location-aware approach to information management Geographic information is the key Most, if not all, administrative information as well as commercial service information has a geographical referent, most commonly an address. The most stable element in public registers is an address. Administrative decisions can be organized according to their geographic references.

ENiGMA – RISe The development of RISe requires research and development work in many areas Standardization of Application Programming Interfaces (APIs). Building on work by OpenGIS, OMA etc. Graphical user interfaces to be developed. Standardization of representing geoinformation needed. Many aspects of geographic data management and organization to be studied. Ontologies, metadata, fuzzy data etc. Social and legal framework and implications of implementing RISe in the regions.

On August 1st 2003, emergency calls of the elderly will be directed to Kouvola Region Emergency Centre that operates as a regional emergency response centre. Therefore, the municipalities of Kouvola, Anjalankoski, Elimäki, Iitti, Jaala, Kouvola, Kuusankoski ja Valkeala have negotiated on receiving emergency calls and made a decision to join their forces by co-financing the service. Department of Land Use Planning Expertise on applying GIS technologies in regional land use planning. Developed GraphSOM information platform that combines neural computing with GIS and provides a graphical interface for data management and analysis. The application combines GIS data with information on networks (i.e., series of network nodes) and enables sophisticated dynamic modeling of network dependent spatial data. 10 years of experience in public register data issues. Department of Regional Business Development (and especially its Kouvola Region Expertise Centre) Experts in developing and managing local and regional development projects involving regional enterprises, research and education institutions and public administrations.
