Project Background (1998-2002): Project Background (1998-2002) Cross-border procedure simplification offered to citizens in the frame of bilateral agreements: TRANSCARDS: both French and Belgian insured of the cross-border area of Thiérache may have: E111/112 e-forms issued by local hospitals while reading insurance data out of VITALE as well as of SIS cards. NETLINK: French patients from the region of Alsace going to Germany for hemo-dialysis may have: E112 E-forms issued by near-border German Hospitals located in the land of Bade-Württemberg while reading insurance data out of the VITALE card.


Project status: Project status A running project in the framework of e-TEN Programme, Call 2001/2, DG INFSO. Trans-European telecommunications networks for Health. Action Line TI 2.6 Its purpose is to Prepare and set-up of Trans-European Health Services for mobile Citizens.

Cooperation links: Cooperation links Official support from eESC Steering Committee: NETC@RDS in line with the eESCC goals and objectives (i.e. e-Government, e-Health). Strong link with the TBs activities (TB4,TB11). Endorsement letters from: KSZ-BCSS (Social Security), Belgium. The Province of Quebec, Canada. RAMQ (Quebec) as cooperation partner. Cooperation with other Pan-E.U projects initiatives (EHTEL).


Global Objectives: Global Objectives Netc@rds Consortium will promote the wide usage of electronic forms as proof of entitlement based on applicable regulation in order to: Enable EU citizens receiving health care benefits-in-kind within another Member State While travelling within or temporarily residing in that country. Foster health-related services Based on interoperable applications combining smart cards with IT Networks technology.


European Health Forms: European Health Forms The most currently used E-forms are: E111 : Temporary stay abroad (e.g. Tourists). E128 : Education, posted work or professional training abroad. These E-forms are obtained On request of the insured citizen From her/his Health/Sickness Insurance Office Prior to the trip abroad.


Project scope: Project scope TARGET population: Citizens from Austria, France and Germany during a temporary stay abroad, in Austria, France, Germany and Greece for tourism, education, posted work or professional training. TARGET health providers: Hospitals, Health Centres, … in pilot areas


Links with national card schemes: Links with national card schemes AUSTRIA (10 M cards) & FRANCE (60 M cards) Health micro-processor cards with memory mapping specifications to include trans-European area (E111, E128). GERMANY (potentially 80 M cards) Health (memory) cards as proof of identification completed by on-line application servers. GREECE (potentially 70 hospitals concerned) Hospitals to read smart cards issued by European Member-States in the context of the Olympic Games of 2004.
