The COMET WebPage http://www.ncca.navy.mil/comet/download.htm:

The COMET WebPage http://www.ncca.navy.mil/comet/download.htm Everything on the “Download Area” is FREEWARE! You’ll find the models, tutorials and other manuals you might desire

Download The Active Duty Tutorial (ADT) :

Download The Active Duty Tutorial (ADT) Can’t over-emphasize the importance of downloading the Active Duty Tutorial (ADT) It will walk you through the whole COMET process -- to include “Sample” costing files

Manpower Cost Analysis Analyze The Problem:

Manpower Cost Analysis Analyze The Problem Analyze the Problem How many projects will I need to develop? How many different scenarios am I analyzing? How many units will each system platform need to contain to do the analysis? What do these units look like (how many people by skill and grade?) Do I need to develop a new cost file for any of the projects or will the default costs work? Do I need to add special training, add or delete special/incentive pays, deselect non-Navy costs or indirect costs?

Viewing “Default” Costs 119 Enlisted/32 Officer Options:

Viewing “Default” Costs 119 Enlisted/32 Officer Options The upper block presents the COMET costs (Direct, Variable Indirect and Other Non-Navy) by pay grade The lower block displays itemized “Direct” or “Variable Indirect” costs

Slide6:

Manpower Cost Analysis Build New Cost Files (If Needed) Analyze the Problem Build New Cost Files (If Needed) What changes from the default cost file are needed to emulate the situation I am trying to analyze? Under Edit, select or create the enlisted or officer cost file needed. Select and deselect cost elements. Edit those items identified above.

Select/DeSelect Cost Items Direct, Variable Indirect and Other Non-Navy:

Select/DeSelect Cost Items Direct, Variable Indirect and Other Non-Navy This screen presents all the: direct variable indirect, and other non-Navy costs items you can choose to Select or DeSelect for your analysis

Edit Special Pays Direct:

Edit Special Pays Direct Select/Default/Full Amount for: Flight Pay Hazardous Duty Incentive Pay Diving Pay Imminent Danger Pay Sub Pay Special Duty Assignment Pay Career Sea Pay Family Separation Allowance Foreign Language Proficiency Foreign Duty Pay

Edit Training Variable Indirect:

Edit Training Variable Indirect With an SMD you can find the specific NEC (Navy Enlisted Classification) code courses your manpower needs to arrive at the ship -- fully trained

Slide10:

Manpower Cost Analysis Build Units Needed For Each Project Analyze the Problem Build New Cost Files (If Needed) Build Units Needed for Each Project Inventories by grade and skill Can some units be used in more than one project? Under LCC, build a unit file.

Building Units AIR.DAT:

Building Units AIR.DAT This “unit” (AIR .DAT) file is of an “Air Department” aboard an amphibious ship (LPD) Remember, you can aggregate or build units in any size

Building Ship Units Used To Be Difficult In COMET Not Any More!:

Building Ship Units Used To Be Difficult In COMET Not Any More! Why? Because you had to construct them Sailor-by-Sailor into the units you desired We’ve recently added our new SMD Library -- complete with virtually every hull class

Aggregated By Department/Division:

Aggregated By Department/Division DDG-51’s SMD Broken out by Department and Division New features allow you add “mix and match” to create the exact platform you intend to analyze

Slide14:

Manpower Cost Analysis Build System Platform For Each Project Analyze the Problem Build New Cost Files (If Needed) Build Units Needed for Each Project Build System Platform for Each Project Which units do I need for each project? How many do I need in each year of the analysis? Under LCC, build a system platform.
