Background (1) : Background (1) Nations that took a part in Computer Assisted Disaster Relief Exercise SEESIM 02 expressed lack of standard and co-ordinated procedures for exchanging emergency information; to remedy this deficiency Slovenia recommended using the existing international formats and procedures (NATO, UN-OCHA, CMEP …); Slovenia also recommended the development of a programme on a basis of already existing documents and procedures to properly train appropriate civil and military agencies in respected countries;


Background (2) : Background (2) The proposal was formally approved by all the SEESIM 02 participating nations and SEEBRIG HQ on 13 May 2003 in the Executive Summary of the SEESIM 02; Slovenia was invited to prepare an effective standardisation training programme for members of the Emergency Operations Centres (EOC) of the SEDM nations and SEEBRIG HQ; The United States are prepared to provide financial assistance to enable representatives from six PfP countries to travel and attend a training programme.


Methods in programme preparing (1) : Methods in programme preparing (1) The goal is to abolish the deficiency in communication between EOC that occurred during SEESIM 02 and could also be the case in the event of actual disasters; The use of already existing procedures and documents; The EOC representatives from SEDM countries should be during the training familiarised with mechanisms that are in use in a case of natural and other disasters and existing procedures and documents within this mechanisms;


Methods in program preparing (2) : Methods in program preparing (2) The use of procedures and documents within UN and NATO mechanisms and procedures and documents developed in CMEP workshops in the region; The representatives of UN-OCHA and NATO -EADRCC should be invited to participate within their possibilities; The participants has to be trained in a way that they will be qualified to transmit their knowledge to other EOP personnel and participants of SEESIM 04 exercise in their countries;


Participants of the training : Participants of the training Two individuals from each participating country (one military and one civilian with EOC experience); The participants must be willing to transmit gained knowledge to other EOP personnel and participants of SEESIM 04 exercise in their countries;


Organizers of the training : Organizers of the training MOD Civil Defence Departament Administration of the Republic of Slovenia for Civil Protection and Disaster Relief; UN-OCHA representatives; NATO - EADRCC representatives; Others;


Draft programme (1) : Draft programme (1) 1 DAY: Arrival of participants; Introduction (opening, general information on seminar (purpose, objectives, programme, lecturers); Introduction of the Course Management; Presentation of the Training Centre for Civil Protection and Disaster Relief;


Draft programme (2) : Draft programme (2) 2 DAY: Welcome address; Presentation of the system of protection against natural and other disasters in Slovenia; Presentation of the UN humanitarian and disaster response; Presentation of the Euro-Atlantic disaster response capability; Detailed instructions on the message formats contained in CMEP Handbook intended for regional use; Free time in Ljubljana; Official dinner;


Draft programme (3) : Draft programme (3) 3 DAY: Evaluation; Standing operations procedures for the Euro-Atlantic co-ordination Centre I.; Standing operations procedures for the Euro-Atlantic co-ordination Centre II.; Table top exercise; Evaluation, first impression;


TC for Civil Protection and Disaster Relief (1) : TC for Civil Protection and Disaster Relief (1) Established in 1992; Part of the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief; Basic activity: education and training of forces within our rescue system; Participants: around 140 per day, mostly men;

TC for Civil Protection and Disaster Relief (3) : TC for Civil Protection and Disaster Relief (3) Target groups: Civil Protection Staff and Units; Fire fighters (professional and volunteers); Associations of dog handlers, cave and mountain rescuers; Employees within rescue system; Non-governmental organisations, institutions and other organisations; Companies; Pre-school and school children; Lecturers, instructors; Participants from abroad;


Anticipated costs : Anticipated costs If carried out in Slovenia Accommodation at the Training Centre for Civil Protection and Disaster Relief - 200 USD per person (includes transportation from the airport to Ig and vice versa, 3 meals, official dinner); Optional accommodation - hotel in Ljubljana - approximately 200 EURO + 20 EURO for meals at Ig; Costs for lecturers (accommodation same as for participants + travelling costs Brussels - Ljubljana - Geneva - Ljubljana); travel costs for participants: Istanbul - LJ 390 EUR Athens - LJ 926 EUR Sofia - LJ 800 EUR Bukurest - LJ 1310 EUR Tirana - LJ 392 EUR Skopje - LJ 456 EUR Rome - Ronchi (Trieste) - 250 EUR


Proposed dates : Proposed dates Training should be completed prior to the Main Planning Conference (beginning of June 2004); National training should be completed prior to the Final Planning Conference in September 2004; If carried out in Slovenia - proposed date is 2 - 5 June 2004;
