Product Delivery: 

Product Delivery JRS will provide the State of Virginia, its Agencies, Departments, Colleges and Universities services that will meet the Commonwealth’s desire to take advantage of aggregated needs of state agencies in providing #2, #4, #5 and #6 and kerosene. Services will include One source billing Small tank deliveries Large tank deliveries Bar coded tanks to insure proper capture of data Web based site for historical data on each agencies tanks Pricing options Fixed price Cap and Slide price Variable price

Product Delivery: 

Product Delivery TRANSPORT LOADS James River Solutions can provide Transport Loads to any facility in the Commonwealth for #2, #4, #5, #6 and Kerosene TANKWAGON LOADS James River Solutions can provide Tankwagon Loads to any facility in the Commonwealth of #2, #4, #5 and Kerosene We reserve the right to use partners in areas where needed Billing will be through James River Solutions, which will give the State one source for payment and any issues that may arise

Environmental Fees:: 

Environmental Fees: #2 Fuel Oil/Off Road Diesel is the same product. If you are using the application to produce heat you would be charged for NORA. There will be no Federal UST Charges. .006 State UST Fee (Environmental Fee) .002 NORA Fee Generators utilizing off road would be charged a total of .006. Tanks using #2 heating oil would be charged a total of .008. All Suppliers charge JRS all fees. It is up to us to submit for reimbursement on a monthly basis.

LUST: 

LUST The LUST tax has been imposed on gasoline and clear diesel fuel since the late 1980s. The 1/10th of a cent per gallon LUST tax was added to clear kerosene when Congress imposed the 23.3 cents per gallon federal excise tax on kerosene several years ago. However, dyed fuels were exempt from the LUST tax until now. The LUST tax is imposed at the terminal rack on dyed fuels beginning 10/01/05. The 1/10 of a cent per gallon LUST tax is paid by refiner/suppliers and often passed down to petroleum marketers in the form or a surcharge or price increase. The LUST tax may appear on supplier product transfer documents as a separate line item to explain the 1/10 of a cent per gallon price increase, but petroleum marketers are not required to list the LUST tax on invoices to customers. The LUST tax is non-refundable (except for export out of the country) even for sales made to tax exempt users. IRS tax rates for claims involving sales to tax exempt users (state and local governments) are as follows: 24.3 cents per gallon for clear diesel fuel and clear kerosene, and 18.3 cents per gallon for gasoline. Do not add the 1/10 of a cent per gallon LUST tax to IRS claims. The LUST tax is non-refundable and the IRS will reject your claim. (Courtesy of Petroleum Transportation and Storage Association)

Pricing: 

Pricing Fixed Price Option Fixed pricing contracts can be purchased using the futures market, pricing will be based on NYMEX Pricing can be fixed on a monthly basis Pricing will not increase over the fixed price enabling the Commonwealth to better forecast budgets

Pricing Cap and Slide Pricing James River Solutions can provide the Commonwealth with a fixed price cap that represents the highest price that the Commonwealth will pay during the locked in period When the market price falls below a preset level, the price to the Commonwealth will fall This option is good in a volatile market and allows the Commonwealth during the budget process to insure that fuel purchases will not exceed budget forecasts

Pricing: 

Pricing Standard Variable Pricing James River Solutions can provide the Commonwealth pricing that is based on the Oil Price Information Service (OPIS) wholesale rack pricing or a similar pricing structure Preset margin/freight will be added to the OPIS cost to determine daily delivered price Pricing will vary by delivery, with the only variable being wholesale rack cost

EVA FEES: 

EVA FEES EVA Fees are 1% of the total purchase order up to 500 dollars. This equates to approximately .017- .019 per gallon when integrated into the price per gallon. We need to understand how you are cutting your PO’s!

AVAILABLE FUELS: 

AVAILABLE FUELS #2, 4, 5, 6 % Kerosene available Agency must specify specific sulfur content for requested fuel. Each Agency may realize some savings by allowing us to assist in permitting process for a lower cost fuel or different ASTM specifications.

Statistics To Date: 

Statistics To Date December – JRS delivered 1.3 million gallons across the state. We have bar coded approximately 40 agencies thus far. We are collaborating with Stand and can help you evaluate the most economical energy choice each month. JRS has swapped out several tanks and provided larger ones to reduce delivery fees for smaller deliveries. We have provided fixed prices for more than 5 agencies last month. THERE IS STILL PLENTY TO DO!
