NRIC Focus Group II - Update Status/Key Conclusions We have completed data collection; all sub-committee reports have been submitted to NRIC; available on the FCC website by April 21 - most up there already We have not found any major problems or industry-wide issues that cannot be handled with planning. PSAPS are vulnerable. Next step is to inform users of the need to determine their exposure and take action.

Common ‘Themes’ for CPE Reports The key message: ‘It’s up to you’ to investigate potential Y2K vulnerability of the device(s) you use. Manufacturer websites/800 numbers are the best sources of information. Most manufacturers have software ‘fixes’ for vulnerable devices. Vast Majority of Y2K known vulnerabilities are not serious - but only the end-user can determine that.

Signs of Possible Trouble: 

Signs of Possible Trouble If a manufacturer does not have a website, or if their website provides ‘sketchy’ info, that is a concern. Cannot find an 800/888 number to call. If manufacturer indicates that testing has not been done on their products.

Potential CPE Problems We Found Private Data Networks Most will require fairly extensive upgrades. Software upgrades will be most common and easiest to administer/distribute across a network. Firmware upgrades will sometimes require CPE to be returned to factories for upgrade Individual user assessment and testing is most important for this category of CPE.

Potential CPE Problems We Found Public Safety Answering Positions Y2K is a potential ‘mass-calling’ event - need to communicate to public to avoid unnecessary volumes and call blocking - citizens should be advised to have local emergency phone numbers available e.g Police, 1st Aid Potential problems include date/time logging, tape recording and automatic dispatch. - Expectation is calls will still go through Estimate only 10% of PSAPS have completed upgrades at this time. - recommend immediate action by all PSAP owners - recommend telcos share data (pro-actively) with PSAP owners - FCC promote availability of funding for cash strapped municipalities (adjust with legislated wireless PSAP in 2000)

Subcommittee 2 Report Contingency Planning : 

Subcommittee 2 Report Contingency Planning Primary Conclusions reached were: 1) Large firms can cope; smaller ones need help - corner stores - professional offices (medical, legal, etc.) home offices, small charities, etc. 2) Rather than a specific contingency plan, we have suggested an approach for all end users. 3) Inventory templates and other tools are widely available.

The Contingency Message : 

The Contingency Message The CPE end-user is responsible to be Y2K-ready. Everyone must share Y2K information. End-users should focus on their own situation, particularly access to the Public Switched Telephone Network. Tools we found include: - National Inst. of Stds. & Technology (“NIST”) website/800-Y2K-7557 - National Regulatory Utility Commission (NARUC) - Y2K websites e.g. www.Y2K.link.com

RecommendationsFor the FCC: 

Recommendations For the FCC Provide the public with info by using all available channels. Declare moratorium (9/99-3/2000) on regulatory mandates that impact network interfaces or CPE.

RecommendationsFor Suppliers/Service Providers: 

Recommendations For Suppliers/Service Providers Communicate current Y2K status of products. Communicate availability of Y2K upgrades. Make Y2K solutions available when needed. Share testing strategy/results with customers. Share contingency plan with customers/supply chain. Encourage distributors to reach end users. Share Y2K impact on non-compliant legacy eqpt.

RecommendationsFor End Users: 

Recommendations For End Users Become Informed Inventory all systems Contact vendors to establish compliance status Plan/budget for needed upgrades Follow supplier recommendations Develop your own contingency plan Validate that your major vendors have a plan Have emergency phone numbers ready

Implementation: 

Implementation Have the sub-committee material put on the NRIC website Add any new material to the report as it becomes available Work with FCC and government agencies to develop awareness. Ensure full implementation of NRIC ‘Communications Plan’.
