CENTRE`S PARTICIPATION IN INTERNATIONAL PROJECTS: 

CENTRE`S PARTICIPATION IN INTERNATIONAL PROJECTS Chemical leasing in the context of REACH Program (EU directive) NEGP (1210 km) on Baltic seabed (in cooperation with Parliament) RECO East (MSW management) Optimization of tech. processes (methods of mathematical simulation) Ecological NEFCO financing (€ 350.000 - 400.000, 6% per. a.) UNIDO NCPCs – NCPPs international network, 35 countries

UNIDO and AUSTRIA in CHEMICAL LEASING: 

UNIDO Cooperation with the Austrian Ministry of Environment and the NCPCs in Russia (St. Petersburg), Egypt and Mexico to promote the application and implementation of Chemical Leasing business models Implementation of the ChL project started beginning of 2005 The Austrian Ministry of Environment promote Chemical Leasing mechanism in the content of the REACH Programme (Registration, Evaluation, Authorisation and Restriction of Chemicals) The EU Parliament will pass the REACH directive in November 2006 Expected the potential synergies between the REACH directive and the concept of Chemical Leasing Promotion a Chemical Leasing certification scheme (TÜV SÜD Certificate) UNIDO and AUSTRIA in CHEMICAL LEASING

CHEMICAL LEASING PROJECTS IN RUSSIA Involved parties: Users of chemicals (e.g. Henkel, Krasny Bor, Car-components plant) Service companies (e.g. ECOVIP Systems, ERG) Suppliers of chemicals (e.g. RIVT) Focus of projects: Water treatment Treatment of hazardous chemicals Surface technologies

HENKEL –WATER TREATMENT: 

HENKEL –WATER TREATMENT Pilot Chemical Leasing Project: engineering and delivery of treatment equipment for new production delivery of chemicals and filter material needed to operate the equipment ongoing optimization of the process payment is based on treated water Savings: 15% savings of chemicals (in our case - FeCl3) 20% of cost reduction already achieved further progress to be expected till end of 2006 added value (= saved cost) shared by HENKEL-ERA and ERG Joint venture HENKEL-ERA; Glue production for private andamp; industrial purposes Facts: 8 m3 daily wastewater volume from cleaning tanks, vessels and other process equipment increasing cost of central wastewater treatment unit new product leads to higher and different contamination of water very tight limit values set by authorities

KRASNY BOR – TREATMENT OF HAZ. WASTE Pilot Chemical Leasing Project: pilot treatment plant using Chemical Leasing business model is supported by the Government of St. Petersburg politically and financially (short film about …) technology and chemicals will be provided by service company ERG optimization allows ca. 30% savings in the use of treatment chemicals Largest waste–treating state company in NW-Russia Facts: only facility treating toxic andamp; hazardous waste in the North-Western region of Russia (Kr.B collect appr. 40.000 t/yr. from 3.000 enterprises of St.Petersburg and Leningrad oblast) Krasny Bor is a hot spot in the Baltic sea region according to HELCOM over 1.8 mio. m³ toxic liquid waste stored on site new treatment plant is in the phase of construction, planned start in 2009

T.S. –DEGREASING & WATER TREATMENT: 

T.S. –DEGREASING andamp; WATER TREATMENT Pilot Chemical Leasing project 1 redesign of wastewater treatment use of a new, very efficient adsorbents, developed by partner of NWICPC (pilot installation) Biggest industrial production of car – components (2,500 employees) Facts: poor state of existing wastewater treatment systems chlorinated solvents are used in machines built early 1970 for degreasing causing contaminated wastewater (besides other contaminants) Pilot Chemical Leasing project 2 new degreasing equipment Analysis: what kind of parts need chlorinated solvent and which can be cleaned using other chemicals In both pilot projects, Chemical Leasing is being implemented to achieve both environmental and economic benefits

CLEANING OF TANKS VIA CHEMICAL LEASING: 

CLEANING OF TANKS VIA CHEMICAL LEASING Former ways of cleaning from oils and grease: Washing with hot water tº = 70 – 90ºС Steaming Former ways of cleaning in combination with toxic reagents: Hydrate of sodium, natrium hydroxide Organic solvents (kerosene) Surface active substances of type OP-7, sulfoxide-61, and others Basing on CHL models with utilization of non-toxic Technical Cleaning Substances (TCS): 2-4% water solution of non under tº of around 45ºС Solution consumption around 6,0 l/m² per minute Cleaning of 1 tank-wagons only 15-20 min. (steaming: 2,5 h) Does not merge in the product; multiple usage TCS No purification facilities are required for the process

POTENTIAL NEW AREAS FOR CHEMICAL LEASING The Metal and Galvanic Industry is growing fast in NW Russia – especially in the St. Petersburg area Efficient use of chemicals, treatment of waste and water are essential NW–Russia is the biggest Pulp andamp; Paper producer in Russia (60%) Water consumption and emissions of waste water are the main problem Russian part of the Baltic is the nearest ports for oil, oil-products and liquefied gas for Western Europe with increasing importance due to strategic and global development Necessity and precondition for all transport facilities to be cleaned efficiently andamp; with environmentally acceptable methods (e.g. railway, ships, containers, pipe-lines, etc.)
