Role of RBLAC Director: 

Role of RBLAC Director Accountable for overall regional results Ensure that there are sufficient resources (financial, human, technical, etc) for regional program evaluations, and that CO senior management also establish optimal evaluation conditions at country level Ensure that the Regional Program and COs utilizes evaluation as a learning tool, and that knowledge (good practices, lessons learned, etc) is shared among countries in the region and with those in other regions Liase with other ExCom agencies to involve in joint exercises whenever possible

Role of Programme Managers I: 

Role of Programme Managers I Evaluation Cycle Support in identification of evaluation priorities Provide advice and inputs to draft Evaluation Plans submitted with CPDs / CPAPs / AWPs Recommendation of approval /alteration of Evaluation Plans submitted with CPDs / CPAPs/ AWPs Support in preparation of Terms of Reference (ToRs) for quality Outcome evaluations Support in identification of consultants for conduct of quality Outcome and Project evaluations Comments to draft “thematic” evaluations Follow-up of implementation of Evaluation Plans via missions, reports, briefs, and other available instruments Oversight of CO Evaluation Plan compliance and progress Follow-up on effective utilization of evaluation knowledge Liase with regional evaluation networks and partners

Role of Programme Managers II: 

Assessment of Development Results (ADRs) Liase with COs proposed for ADR exercise ADR missions on possible strategic areas of support Review of draft ADR reports Oversight of ADR follow-up as per management response Regional knowledge and capacity Briefs to HQ senior management on CO evaluation situation Ensure that evaluation capacity is assessed and promoted Utilize evaluation information in substantive and managerial (including risk) effectiveness assessments Analysis of ways to integrate CO-generated information to construct a view of development results in the region Role of Programme Managers II

Role of Evaluation Focal Points: 

Liase with Evaluation Office and keep RBLAC management appraised of key developments Review and feedback of Evaluation Office undertakings Representation iniInter-RBx meetings convened by EO for info sharing / soliciting advice / strategic decision-making Interface between RBLAC COs and Evaluation Office Participate in corporate strategic planning, oversight tool design, reporting and other corporate exercises that affect evaluation Provision of advice to RBLAC management in prioritization and selection of countries for ADR exercise Facilitate sharing of experiences, best practices and lessons learned among RBLAC staff, COs / countries and with other regions Represent UNDP at UNEG in support of UN Reform Role of Evaluation Focal Points

Role of Panama Regional Center: 

Provision of expert referral services to COs for Project and for Outcome evaluations Policy advice for programme development in support of evaluation findings and recommendations Participate in evaluation missions of CO strategic initiatives, when requested Support knowledge sharing through communities of practice Support CO capacity development Role of Panama Regional Center
