ACHIEVED LEVEL OF COOPERATION AMONG OIC MEMBER COUNTRIES IN COTTON SECTOR 12-13 NOVEMBER 2007, ISTANBUL

COTTON PROGRAM ADVISORY BOARD One of the basic targets of the OIC is to contribute to the development of the member countries and to the improvement of the living standards of their citizens. For this aim, OIC has put into effect various programs up to now. Two among them especially deserve attention in terms of cooperation in the cotton sector. 1.The Action Plan for Strengthening the Economic and Commercial Cooperation among the OIC Member Countries adopted in the 3. Islamic Summit Conference meeting on 1 January 1982 in Mecca. 2. 10-Year Action Plan adopted in the 3. Extraordinary Islamic Meeting held on December 2005 in Mecca. OIC, within the frame of these programs, in order to combat with the poverty and to develop capacity, has initiated a study for improving productivities and international competition powers of member countries.

COTTON PROGRAM ADVISORY BOARD STUDIES FOR COTTON PROGRAM I In the 31st OIC Ministries of Foreign Affairs Meeting realized on 14-16 June 2004, by convention of cotton experts of OIC member countries, a decision to develop an “Action Plan” for cotton was taken. Within the framework of this decision, the First Experts Group Meeting was carried out in March 2005 in Jeddah. In this meeting, a draft action plan was prepared; however, it was decided to develop the draft further. A forum was held in April 2005 in Ouagadougou by Government of Burkina Faso, OIC, Islamic Development Bank, ICDT about strengthening trade and investments in cotton sector among OIC African countries.

COTTON PROGRAM ADVISORY BOARD STUDIES FOR COTTON PROGRAM-II In the Second Experts Group Meeting under the chairmanship of Steering Committee was established for updating the action plan adopted before. (Members of Steering Committee are Turkey, Burkina Faso, Nigeria, Mali, Pakistan, Azerbaijan, Egypt and Sudan) As a result of the studies conducted by the coordination of our ministry, “Action Plan of the Cooperation Development Strategy among OIC cotton producing countries” to be implemented in 5-year period was prepared. Under host of our country (our ministry), in the 3rd Experts Group Meeting held in 9-12 October 2006, aforementioned Cotton Action Plan was finalized.

COTTON PROGRAM ADVISORY BOARD THE METHOD USED TO PREPARE ACTION PLAN A questionnaire was prepared to collect data and sent to related countries. Other evaluations and studies conducted in this field have been benefited. Problems and their reasons faced in the steps from production to marketing were analyzed. Solution suggestions regarding the problems have been developed. Strategic aims and targets for cooperation have been defined. Cooperation areas and, studies and activities for each area have been developed.

COTTON PROGRAM ADVISORY BOARD STRATEGIC AIMS OF ACTION PLAN: Strategic aims of the action plan are defined as follows; To improve capacity, Increasing the productivity and international competitiveness of the countries through cooperation, Through strengthening trade and investment, to decrease poverty and to provide economic development. Sixteen main and additional targets have been defined towards these strategic aims.

COTTON PROGRAM ADVISORY BOARD COOPERATION AREAS DEFINED IN THE ACTION PLAN 1. Developing productivity and production techniques, (Defined number of activities: 6) 2. Strengthening Institutional Capacity and Cooperation (Defined number of activities : 6) 3.Improving the field of Processing (Defined number of activities : 4) 4. Enhancing marketing, trade and international competitiveness (Defined number of activities : 6) 5. Developing financing means for activities (Defined number of activities : 4)

COTTON PROGRAM ADVISORY BOARD APROVAL AND IMPLEMENTATION OF THE ACTION PLAN Cotton Action Plan, has been started to be implemented after the approval at the 22nd COMCEC meeting held in Istanbul on November 2006. At the aforementioned COMCEC meeting, to activate the action plan, a “Forum on Enhancements and Promotion of Trade and Investment in Cotton Sector Among OIC Member Countries " Cotton Investment Forum) is decided to be held with the widespread participation. Cotton Investment Forum is the first concrete step of the Cotton Action Plan

COTTON PROGRAM ADVISORY BOARD THE AIM OF COTTON INVESTMENT FORUM (CIF) Cotton Investment Forum is aimed; To bring together public and private sector institutions in the cotton and cotton-based industries of OIC member countries. To prepare the grounds for the cooperation through bilateral and multilateral meetings, development of investment and trade and initiation of concrete projects.

COTTON PROGRAM ADVISORY BOARD THE TARGETS OF CIF: To make Five Year Cotton Action Plan applicable and within this frame, To strengthen the support of international institutions and of OIC member countries for cotton program To enhance the trade and investment among OIC countries To lay the grounds for meetings and concrete business contacts, To be acquainted with and to present companies and countries, In the cotton sector, to create enthusiasm and a common synergy in the international arena in the cotton sector. To found a common language and international platform

COTTON PROGRAM ADVISORY BOARD THE EXPECTED OUPUTS OF CIF: To bring to light the bilateral or multilateral cooperation, To develop common projects, To ensure strong support from countries and international institutions for the cooperation to be developed and projects, The exchange and share of knowledge and experience, To generate a common language among the parties The positive contribution of these developments to the cotton sectors of the countries, The development of new proposals related to Cotton Action Plan

COTTON PROGRAM ADVISORY BOARD TARGETS FOR COTTON SECTOR: The outputs of Cotton Investment Forum will be submitted to COMCEC meeting to be held on 14-17 November 2007 in Istanbul. The bilateral and multilateral trade and investment cooperation and projects will be followed and supported determinedly, Moreover, to put into effect the Cotton Action Plan; some supportive activities will be focused on issues such as; Eestablishment centers of excellence and to improve the capacity of expertise implementation programs for the exchange and training of experts, The mutual visits of businessmen and experts, Organizing a fair on cotton and processed cotton products and to traditionalize it Making up programs for common recovery and investment, Strengthening communication channels and by developing the network established for this forum, the utilization of it in the studies for Cotton Action Plan.
