Stockholm Convention on Persistent Organic Pollutants (POP-s): 

Stockholm Convention on Persistent Organic Pollutants (POP-s) BiH is within the under signatures of the Conventionon POP-s in (Stockholm in 2001), but it has not ratified yet In anticipation of ratification: BiH has prepared proposal and applied to GEF for support in the preparation of a National Implementation Plan BiH is in the proccess the establishment of an operational unit to facilitate this process (Execution Agency)

GEF (EA) POP –s BiH Project focused Objectives The overall objective of this project is to strenghten national capacity and capability to prepare a National Implementation Plan (NIP) for the management of POP-s and its specific Strategies and Action Plans The NIP based on the POP-s inventories will provide a sound basis for strategic decision for indentification of priority activities, and for developing new policies, which will enable BiH to ratify and implement the Stockholm Convention on POP-s

GEF (EA) POP-s BiH Project focused Objectives: Round Table as a part of the Public Discussion on the POP-s project, prior to its consideration and approval by the GEF Secretariat (National GEF consultations and Main potential stakeholders of the project Meeting hold (2003)

GEF (EA) POP-s BiH Basic project information: Implementation period: 2 years GEF Implementation Agency: UNIDO BiH Implementation Agency: MoFTER BiH Execution Agency (for project operation execut.) The selection is in proccess. Expected approval and initiation of the project is expected in : December 2006

GEF (EA) POP-S in BiH Main Project activities: Establish a Pop-s Inventory System in BiH (production,trade,use,storage, releases, disposal opportunities) Assess curent legal institutional and technical capacities for management and monitoring of POP-s use Assess socio-economic. implications over POP-s use and reduction, raising awarnes on POP-s risks and identify substitution alternative chemicals Identify the priority actions and programmes concerning POP-s elimination in BiH Prepare a National Action Plan for POP- s elimination

GEF (EA) POP-S in BiH: 

GEF (EA) POP-S in BiH Main indicators of the project: Project management will be lead by BiH staff and implementation mostly relies of BiH experts Round tables and the thematic workshops (4) Training workshops (2 with 35 participants trainers) Technical papers and reports done by local task-teams coordinated by the Project Manager (local) and Chief Technical Advisor (international) Recruitment of national consultants in various working teams (108 w/month – BiH consultants, 6 w/m – international expert) Endorsement of the NIP by the Government of Entities, District Brčko and Council of Ministers

GEF (EA) POP-S in BiH Project expected outcomes: National Implementation Plan (NIP) to meet the obligations of BiH under the Stockholm Convention implementation Identify and draft a National Programme of priorities (and eligible projects for GEF support) for the elimination of POP-s in BiH Established National capacities (institutional and human) for implementing of the NIP Established a National Reporting System of NIP and Stockholm Convention implementation (for BiH institution and public) and for International Authorities (Conference of the Stockholm Convention)

Waste legal and policy framework is: 

Waste legal and policy framework is Set of Environmental laws Since 2002/2003 in Bosnia and Herzegovina (in both Entities) has adopted and come in to force the new set of environmental laws (environment, nature, air, water waste and eco – found) Laws of waste management Laws on Waste Management are harmonized with EU Decision 94/904/EEC and EUDirective 91/689/EEC. The Laws cover the management of all kinds of waste except radioactive waste. General requirements for hazardous waste and its inceneration. Condition for transboundary movement of hazardous waste inside and outside the entities.

Secondary legislation: 

Secondary legislation The specific secondary legislation will additionally regulate waste oils management (Decree on collective system, packaging, and designation of waste-adopted on June 2006)-harmonised with EC Directives Generators of used oil are obliged to collect at least the minimum percentage of the used oil generated specified in the following table: Type of Used Oil Minimum amount to be collected (%) Motor Oils 45 Gear and Transmission Oils 75 Hydraulic Oils 75 Turbine Oils 80 Compressor Oils 50 Electric Insulation Oils 80 Heat Transfer Oils 70 Metalworking Oils and Emulsions 50 Slideway Oils 20

Ongoing activities: 

Ongoing activities Set up data base on origins, quantities and types of waste, facilities for handling waste, actor involved with waste (link with Aarhus Convention and PRTR Environmental data system) Set of a network of solid waste laboratories with an observatory on the state level The Project Background Analysis for Development and Establishment of a Lubricating Oil Management System - UNEP/MAP

Export of waste with PCB, according to the Basel Convention: 

Export of waste with PCB, according to the Basel Convention 2003, waste with PCB (Transformations, Capacitors,Oil with PCB, solid waste with PCB) from two company JP “Elektroprivreda” BiH and RS transported to France on final treatment – inceneration (19.355 kg) 2006, from six company: JP Elektroprivreda BiH; Volkswagen, Skenderija, Bosanka, Unis-UTL and Mittal Steel Zenica transported – (182.390 kg)

Main problem in waste management: 

Main problem in waste management Insufficient number of waste treatment and disposal facilities, especially those for treating hazardous wastes Inadequate financing system for waste management Lack of training and education of experts, authorities and general public Lack of waste management information system Legal regulation for hazardous wastes (secondary legislation) on types of waste and the methods for handling specific types of hazardous wastes) do not exist A registry of hazardous waste generations as weel as cadastre of the total generated hazardous waste does not exist (with exception of Canton Sarajevo that prepared a hazardous inventory in the year 2000)

How the difficulties, concerns and obstacles could be removed Establish and enhance institutional environmental set – up at state level Set a time table for preparing all implementing by-laws for the Laws on waste management, including regulations, norms and standards consistent with EU practices Establishment of database of waste Environmental audits of hazardous waste sites or “hot-spots”have been conducted Introduction of fees for the hazardous waste generation
