PURPOSE OF THE PAPER: PURPOSE OF THE PAPER To contribute to the debate and national effort to transform the public sector.
To channel senior management services towards a vibrant economic development in Africa, working from the view that success in the realisation of New Partnership for Africa’s Development (NEPAD) requires a holistic approach.
PURPOSE OF THE PAPER: The paper further draws from the local and international research to highlight the necessary interplay between the roles of Senior Management Services in the realisation of the objectives of NEPAD.
This paper further seeks to comment on what NEPAD entails, the identified programmes of NEPAD, its principles, its objectives, as well as successes and challenges. PURPOSE OF THE PAPER
PURPOSE OF THE PAPER: PURPOSE OF THE PAPER The contribution of Senior Managers in the public sector in line with the challenges and programmes identified for implementation will also be looked into.
Where relevant, reference will be made to comparative international experience. Current developments in Africa will also be considered. Finally, make recommendations in terms of matters of importance which will inform the resolutions of this Conference.
A VISION WITHIN A VISION: A VISION WITHIN A VISION The level of contribution of Senior Managers towards the realisation of the vision for the New Partnership for Africa’s Development must be considered against the background of Human Resources Development locally and internationally.
Human Resources Development in this context constitutes the strengthening of the most important vehicle available to the state, i.e. Management Layer, to achieve its goals and to transform the entire African Continent.
A VISION WITHIN A VISION: A VISION WITHIN A VISION The Human Resource Development Strategy for Public Service 2002- 2006 indicates that a study conducted into the senior management and professional echelons of the Public Service has found that the effectiveness of this group impacts on the overall ability of the Public Service to deliver on its mandate.
Why Human Resource Development- behind strategies/ visions and missions, are people.

The African continent continues to be by-passed by the massive growth of world trade over the last half century, in contrast to other developed and developing regions
The need to train Africans for this purpose is justified by the lack of Africans among the ranks of skilled personnel in several parts of the Continent.

Africa is faced with a challenge of brain drain: “What makes people emigrate in Africa?”
Brain drain could be as a result of high level of crime, perceptions of a high cost of living and levels of taxation, and the perceived decline in the standard of public safety and education delivery

Professionals are eager to take advantage of the attractive salary opportunities in the advanced industrialised countries.

In view of these challenges, Heads of States in Africa designed a strategic vision to turn the tide and that gave birth to NEPAD.

The NEPAD strategic framework document arises from a mandate given to the five initiating Heads of State (Algeria, Egypt, Nigeria, Senegal, and South Africa) by the Organisation of African Unity (OAU) to develop an integrated socio-economic development framework for Africa.
This foundation document was adopted by the Assembly of African Heads of State and Government Organisation of African Unity (OAU), now African Union (AU)in the 37th Summit in July 2001.

NEPAD is designed to address the current challenges facing the African continent such as the escalating poverty levels, unskilled human capital, underdevelopment and the continued marginalisation and social exclusion of Africa.
What is NEPAD?: What is NEPAD? Africans, through this strategy, are appealing for a reversal of dependency of African countries from an aid received from the European countries

WHAT ARE THE PRINCIPLES OF NEPAD?: WHAT ARE THE PRINCIPLES OF NEPAD? Building the competitiveness of African countries and the continent;
Forging a new international partnership that changes the unequal relationship between Africa and the developed world; and
Ensuring that all Partnerships with NEPAD are linked to the Millenium Development Goals and other agreed development goals and targets
WHAT ARE THE NEPAD PRIORITIES?: WHAT ARE THE NEPAD PRIORITIES? Policy reforms and increased investment in the following priority sectors-
A comprehensive Africa Agriculture Development Programme;
Human development with a focus on health, education, science and technology and skills development;
Monitoring and intervening as appropriate to ensure that the Millennium Development Goals in the areas of health and education are met.
WHAT ARE THE NEPAD PRIORITIES?: WHAT ARE THE NEPAD PRIORITIES? Building and improving infrastructure, including Information and Communication Technology (ICT), Energy, Transport, Water and Sanitation;
Promoting diversification of production and exports, particularly with respect to agro-industries, manufacturing, mining, mineral beneficiation and tourism;
Accelerating intra-African trade and improving access to markets of developed countries;
Operationalising the African Peer Review Mechanism;

Mobilising Resources by - Increasing domestic savings and investments and improving management of public revenue and expenditure, Improving Africa’s share in global trade; Attracting foreign direct investment; and Increasing capital flows through further debt reduction .
What next????: What next???? Improved service delivery remains a fundamental priority of government.
Modern, people-centered public service- a public service that accepts both the challenges and opportunities of being a primary agent of the developmental state.
Modern public service requires leaders with an array of skills, both hard and soft, in order to manage competing policy priorities and mandates, in complex organizational environments
SENIOR MANAGEMENT SERVICE VERSUS THE OBJECTIVES OF NEPAD.: SENIOR MANAGEMENT SERVICE VERSUS THE OBJECTIVES OF NEPAD. Senior Management Service Programme was developed out of the recognition of the critical role that management plays in the effective and efficient functioning of the Public Service.
The challenge for the public service is to recruit, develop and retain competent leaders and managers and reward them for good performance, recognizing excellence and innovation
SENIOR MANAGEMENT SERVICE VERSUS THE OBJECTIVES OF NEPAD.: SENIOR MANAGEMENT SERVICE VERSUS THE OBJECTIVES OF NEPAD. It is the responsibility of the Senior managers therefore, to convert the policy mandates of government into effective departmental strategies, plans and programmes.
It is their responsibility to ensure that resources are effectively used and accounted for in pursuit of performance delivery.
SENIOR MANAGEMENT SERVICE VERSUS THE OBJECTIVES OF NEPAD.: SENIOR MANAGEMENT SERVICE VERSUS THE OBJECTIVES OF NEPAD. “We seek to ensure that we away from the donor-recipient relationship with the developed world to a new partnership based on mutual respect as well as shared responsibility and accountability”- Thabo Mbeki at the 90th Anniversary of ANC in January 2002.
To fulfill this role, it requires a flexible and creative public service, prepared for innovation and collaboration, working in partnership with all stakeholders, be they community, other government departments and organs of state, private sector, civil society organizations or international partners
SENIOR MANAGEMENT SERVICE VERSUS THE OBJECTIVES OF NEPAD.: SENIOR MANAGEMENT SERVICE VERSUS THE OBJECTIVES OF NEPAD. Minister Fraser- Moleketi, at the SMS National Conference held in 2004 in Cape Town said:
“As we move forward in pushing back the frontiers of poverty and building a developmental State that will further dismantle the historical social and economic divide, the role of managers in achieving our objectives cannot be over-emphasised”.
Service Delivery is key to meeting the basic needs, building the economy, democratising the State and society, developing human resources and building the nation.
SENIOR MANAGEMENT SERVICE VERSUS THE OBJECTIVES OF NEPAD.: SENIOR MANAGEMENT SERVICE VERSUS THE OBJECTIVES OF NEPAD. SMS members are in the forefront of change and transformation. This requires innovative ideas, strategic thinking and leadership.
It is therefore necessary to continuously equip Senior Managers with knowledge to jointly address obstacles that may block continued growth and generation of ideas for better service delivery.
SENIOR MANAGEMENT SERVICE VERSUS THE OBJECTIVES OF NEPAD.: SENIOR MANAGEMENT SERVICE VERSUS THE OBJECTIVES OF NEPAD. In response to corruption, poor governance and inefficient and ineffective delivery of public goods and services to their citizens, African leaders are implementing the African Peer Review Programme.
The primary purpose thereof is to foster the adoption of appropriate laws, policies, standards and practices that lead to political stability, high economic growth, sustainable development and accelerated sub-regional and continental economic integration
SENIOR MANAGEMENT SERVICE VERSUS THE OBJECTIVES OF NEPAD.: SENIOR MANAGEMENT SERVICE VERSUS THE OBJECTIVES OF NEPAD. The Senior Management Service (SMS) is a cadre of Public Servants who play an important role in translating government priorities into policy and service delivery.
Good governance and democracy as well as effective analysis and utilization of government policies in African countries is needed to attain these goals.
RECOMMENDATIONS: RECOMMENDATIONS Promoting the role of women in social and economic development sectors, by reinforcing their capacity in the domains of finance, technical field, education and training, by developing revenue generating activities, and by assuring their participation in the political and economic life of African countries.
A need to embark on an aggressive and well-targeted capacity and skills development campaign. The current performance management system for lower levels also needs simplification
RECOMMENDATIONS: RECOMMENDATIONS Learners be trained in priority areas such as Maths, Science and Technology. Creation of at least one world class education and training centre of excellence in Africa
Sources (institutions /countries) for recruitment of skilled African personnel are identified.
Attractive Incentive packages to attract and retain skilled African personnel be established
RECOMMENDATIONS: RECOMMENDATIONS Skills development planning templates be drawn, attended to and submitted accordingly, to assist in developing the database on qualified personnel in various sectors
Strengthening mechanisms for conflict prevention, management and resolution , and to ensure that these mechanisms are used to restore and maintain peace
Promoting and protecting democracy and human rights by developing clear standards of accountability, transparency and participatory governance at National and Provincial levels
RECOMMENDATIONS: RECOMMENDATIONS Restoring and maintaining macro-economic stability, especially by developing appropriate standards and targets for fiscal and monetary policies, and introducing appropriate institutional framework to achieve these standards
Instituting transparent legal and regulatory framework for financial markets and the auditing of private companies and the public sector
RECOMMENDATIONS: RECOMMENDATIONS Maximum utilization of human resources is the most effective way of getting value for money.
The need to strengthen the HR planning function has been identified.
The intention to review the HR function with a view to improve retention and capacity building, considering the wider labour market context and changing skills requirements ,
The contribution of higher education institutions and Further Education and Training (FET) Colleges towards skills development.
RECOMMENDATIONS: RECOMMENDATIONS Revitalizing and extending the provision of education, technical training and health services, with high priority given to addressing the problem of HIV/AIDS, malaria and other communicable diseases
RECOMMENDATIONS: RECOMMENDATIONS Building the capacity of states in Africa to set and enforce legal and framework, and to maintain law and order
Promoting the development of infrastructure , agriculture and its diversification into agro-industries and manufacturing , to serve both domestic and export markets
Strategic Planning and effective and efficient budgetary processes
RECOMMENDATIONS: RECOMMENDATIONS Skilled workforce and effective service delivery
Economic growth and development, and increased employment
Reduction in poverty and inequality
Diversification of produce activities enhanced international competitiveness and increased exports.
Recommendations: Recommendations Countries should integrate NEPAD Programmes such as Agriculture, Health, Education and Skills Development, Science and Technology, SMME’s prgrammes, etc. into their National Development Plans.
