Premium member Presentation Transcript Slide 1: 5ème rendez-vous annuel entre la communauté scientifique et les gestionnaires du bassin de la Loire et de ses affluents « Echelles de référence spatio-temporelles : la contribution des jeunes chercheurs à leur intégration opérationnelle » Atelier 3 « Le chassé-croisé des règles… » « Effort d’interconnexion avec les chercheurs : les modes de stimulation de l’OIEau », Gilles NEVEUSlide 2: Gilles Neveu page 2 The situation Thanks to the Member-States reporting on the WFD implementation, we know that less than 60% of water bodies will be in Good Ecological Status by 2015 Thanks to IWRM.Net, a recent ERANet project, we know that more than 1,000 research projects were launched in the 5 last years in EU Member States, which all produced outputs potentially useful for water management bodies.Slide 3: Gilles Neveu page 3 The situation As stated by FUNDETEC, a FP6-project, final report in Dec.2007, “the typical length of time needed to complete the development cycle (in the water sector) is 10 years” Evaluation of FP6 : “The number of high-level publications was sufficient (score 3 out of 5) with some very good projects (e.g. the EUROLIMPACS Integrated Project, although not yet completed, has already more than 450 publications)”. And at the end EuroLimpacs issued some 800 papersSlide 4: Gilles Neveu page 4 The situation from a list of 48 water-related DSS – Decision Support System – recently developed thanks to research projects, less than 10 seem to be re-usable outside their pilot site ; when asking the coordinator of WaterStrategyMan how to further use their DSS, the answer is “prepare a 1-million-euro project to finalize and package it” The French Research Institute (CNRS) issued in 2009 the average cost of a publication in an international top level science journal, estimated at EUR 332,400 (which includes mostly the cost of the research itself)Slide 5: Gilles Neveu page 5 Current initiatives to support SPi It is such an issue that some Member-States, involved in the WFD Common Implementation Strategy (CIS) lead by the Water Directors, settled recently a SPi (Science-Policy interfacing) working group, to further elaborate on this matter and design guidance for a better transfer (Lead : ONEMA (FR) and DG R&I) Brainstorming event organised by CIS-SPi working group (150 participants from 15 MS, 35% from the scientific community and 65% from knowledge end-users) : from 9 topics, 59 research areas (including together about 180 specific research issues) were highlightedSlide 6: Gilles Neveu page 6 Current initiatives to support SPi Questionnaire on CIS-SPi event issues sent to the coordinators of 40 selected FP6/7 projects : - poor feedbacks (60%, mostly FP7) - all topics covered, but a lot of specific research issues without inputs - researchers don’t answer to water managers or policy-makers questions, they answer to call for projects, with the objective to publish peer-reviewed papers - once a project is finished, no “maintenance”Slide 7: Gilles Neveu page 7 Current initiatives to support SPi The Water Supply and Sanitation Technology Platform (WSSTP) aims to develop an effective collaboration between the different communities working in the water sector: industrialists, Research Groups, Policy Makers, Financiers, Water Consumers.
