Best is to start animation effect with On click
Select the text line and under Animation select Emphasis / Transparency / Amount % / On click Click Once PowerPoint Series
Slide 3:
I selected each row of text separately and the bullet animate together
Under Custom / Animation / Emphasis / Transparency were selected
The On click / % amount / duration were changed
Under the Animation Pane the drop-down menu were selected for each effect and the Timing changed (optional done for this lesson)

PowerPoint Series Keep the Audience on Track
The Dim Text feature is an effect you can add to bullet points in your PowerPoint presentations. This causes the text of your previous point to effectively fade into the background, while still being visible.
The current point you want to speak about remains front and center.
Click on the Animations tab of the ribbon, then click the Custom Animations button.The task pane opens on the right of your screen.Click on the border of the text box containing the bullet points on your slide.Click the drop down arrow beside the Add Effect button in the Custom Animation task pane.Select one of the animation effects.
A good choice is Dissolve In from the Entrance group.Optional - You may also wish to change the speed of the animation. This is what I am talking about Click Once
