Scope of Study :
Scope of Study Review institutional, financial and regulatory framework for urban transport and develop options for improving delivery of transport services in cities in Sub-Sahara Africa. Four representative pilot cities to be examined in detail are:
Dakar
Douala
Kampala
Nairobi
Study Objectives:
Study Objectives Examine the structure, process and performance of the existing institutions and financing arrangements
Develop performance parameters and identify general principles for broader dissemination
Examine operational practices of public and private bus operators, develop a bus transport policy framework and specify policy instruments based on current travel characteristics
Study Approach:
Study Approach Develop a Common Appraisal Framework (CAF):
Understanding the current situation in each city (description of: socio-economic and geographic characteristics; current institutional, regulatory and legal structure for public transport provision; public transport fleet, pattern of services; financial, management and business review)
Analyzing the current situation (strengths and weaknesses, prospects for the future, options for change)
Recommendations (develop options for consideration, set realistic performance parameters, guidelines to strengthen planning and monitoring capacity)
Consultant Selection Process:
Consultant Selection Process Originally, two separate studies were designed—one to study the institutional and financial framework and the second to study the regulatory framework
Subsequently, due to overlapping contents, the two studies were merged into a single study
6 firms were short-listed to receive the RFP
Adam Smith International is the selected consultant to carry out this study
Work Program:
Work Program Phase I—Inception (Aug-Sept 2004)—develop inception report and present in SSATP Annual Meeting
Phase 2—City Assessments (Oct 2004-Jan 2005)—visit each target city and make an initial assessment; prepare draft final report
Phase 3—Development of Action Plans (Feb-Mar 2005)—organize workshops in each city to discuss the draft final report and develop an Action Plan.
