Resolution 1: Resolution 1 As a regular monitoring and follow up on the Conference Resolutions, the PPD has made a system of preparing Quarterly Status Report on the follow-up actions which is submitted to Hon’ble Minister and the senior management.

Resolution 2: : Resolution 2: The DoA has included Land Management Program as one of the important programs in the 10th Plan as national, Dzongkhag and Geog programs. The National Soil Service Center has drafted short-term and long-term National Action Plans on Land Management.

Resolution 3: : Resolution 3: DoF and FDCL has jointly identified 350.60 ha under Samtse Dzongkhag for commercial plantation. An Action-Plan for the same has been prepared. Action Taken

Slide6: The FDCL has started creation of large-scale nurseries for commercial purpose, including bamboo seedlings.
They are looking at possibilities of establishing seasoning kiln to improve the quality of construction both within government projects and private sector. First kiln would be established in 2007 in Thimphu.
The FDCL is also exploring the possibilities of importing timber from few neighboring countries.

Resolution 4: : Resolution 4: The pasture development in government leased land has been implemented on a pilot scale at Gogona in Wangdue Dzongkhag, by the Gorgen Chithuen Yargay Tshogdhey, a community-based farmers’ organization for milk processing & marketing. With the success recorded at Gogona, the scheme is now ready for replication at Sengor in Mongar Dzongkhag and Pelela in Wangdue Dzongkhag. The department has already obtained approval from the Ministry. All the ground works have been initiated.

Resolution 5: : Resolution 5: The Department of Agriculture has set up an organic unit with a coordinator to plan and implement activities. Organic framework has been published and activities on medicinal plants and rice have been initiated in Gasa as well as Bumthang. Action Plans have been drawn up for implementation.
Also the National Biodiversity Centre has developed a project proposal with a component for enhancing organic farming and production, which has been approved by UNDP-GEF for funding.

Resolution 7: : Resolution 7: The NBC has completed inventory and documentation of crop genetic resources. They are applying Arcview program to map the distribution of landraces/traditional/local crops and breeds of livestock for better planning and implementation of conservation and utilization activities.
The CoRRB has been using geo-information technologies with the GIS unit established in 4 Research Centers.

Strategy Analysis for Development of Non-wood Forest Products in Bhutan has been prepared.
The existing documents on NWFP has been reviewed and analyzed through meetings with NWFP stakeholders
Reviewed the existing CBNRM Framework and adopted for NWFPs
A NWFP inventory methodology is developed for field testing

Resolution 9: : Resolution 9: The Agro-Meteorology Unit has developed strategies for its development and strengthening. The unit has been proposed to form a separate division under CoRRB with full compliments of man power in the 10th FYP. Since the 10th April 2006 a senior Japanese Volunteer is attached with the Unit. They are also in the process of developing a weather forecasting system. The Unit has already accessed to two more weather forecasting models; Japan Meteorology Agency (JMA) and Hong Kong Observatory.

Resolution 12: : Resolution 12: Recognizing the need to harmonize the use of land resources, the Conference noted the decision of the Senior Management of MoA on the conflict between agriculture development and conservation and endorsed to implement the following actions:
A. Need for scientific and technical land capability assessments and zoning of agricultural land in order to facilitate: (Action: DoA)
Land swapping by following rational guidelines
Relocation of small and scattered settlements (community) to contiguous larger potential areas
Leasing of government land (especially barren) for commercial agriculture/horticulture based on technical feasibility. The DoF will lease the land to the Department concerned upon obtaining approval of the government
Protection and conservation of prime agriculture lands as cultural heritage
Agro-forestry on registered land to be considered as the mandate of the DoA
The Department of Agriculture is in the process of consultation with the Ministry and other departments. The Department of Agriculture will initiate preparation of land use policy with PPD. Also they have finished study in Khateri Watershed, Radhi and other vulnerable areas of the eastern dzongkhags. The Dzongkhag in collaboration with RC- Wengkhar are implementing some of the recommendations of the study. With this study RC-Wengkhar is going to set a methodological procedure for vulnerability assessment of arable land. The RC – Wengkhar also coordinated the Land Management Campaign in Eastern Bhutan. Noting with concern on the depredation of agricultural crops by wildlife and the loss incurred to the farmers, the Conference resolved to continue the efforts towards finding solutions. While appreciating the active role of the DoF in forest conservation and supply of various forest products to communities, the Conference directed that the department should, within the provision of the F&NCA, change its image from the one perceived as policing to the one as a provider of social service by implementing a communication and information program together with the ICS.
