Thai Nationals entering Japan using another person’s passport remains a major problem Still an uphill task for Japanese Immigration Officials to ascertain the correct identity of Thai nationals against the information contained in the Biometric Chip – biometric chip reading machines not yet introduced 145,053 Thai Nationals entered Japan in 2006. 90 percent out of 6,800 were sent back for carrying either a false passport or carrying another person’s passport

Solution: 

Solution Altering the Criminal Code to increase penalties for forgery of travel documents. Information can be cross-checked with the Ministry of Interior Database, including finger printing. This problem will be erased by July 2010 as all passports that are not e-Passports will be expired.

The proactive strategies of MFA: 

The proactive strategies of MFA Create public awareness Through Mass Media such as Radio and Television broadcasting of documentaries featuring problems of Thais living abroad Through Newspapers focusing on issues and cases of Human Trafficking Through leaflets advising Thai Nationals on how to protect themselves from becoming victims of human trafficking and organized crime networks before travelling abroad

Anti-Human Trafficking Information Campaign; both the MFA and the Ministry of Social Development and Human Security, in cooperation with various NGOs, engage in aggressive information campaigns to highlight the issue of Human Trafficking in many provinces that are at high risk in the north and northeastern parts of Thailand, such as Khonkaen, Chiangmai, Ubonratchathani and others.

Possible Cooperation between Thailand and Japan Facilitate the exchange of information, especially sending complete copies of the alleged forged passports and all relevant documents that have been confiscated to support investigations by the Thai authorities
