Background: Background Since 1995, 1996, 1999 when we hosted and won the Rugby World Cup, AFCON and African Games, we have been on a downward slide
In football we have moved from heroes in 1996 AFCON champions to the worst side ever to qualify for AFCON
The demographic transformation of our national teams is behind in most codes. 1

No coherent national vision, strategy and Development Plan
No sufficient and holistic funding policy
No sufficient investment in administrative and leadership training
Pockets of racism or prejudice still evident in team selection policies 3
Way forward: Way forward Post Sydney Olympic Games 2000, Mr. Ngconde Balfour set up the Ministerial Task Team (MTT) process to investigate and recommend new Inclusive Macro-Sport Dispensation in South Africa.
Agreement to amalgamate 6 macro-bodies into one body: SASCOC

Regarding Macro-Sport Dispensation 4
SASCOC Responsibilities: SASCOC Responsibilities Implementation of a national macro sport development programme in support of the National Federations programmes.
Assemble, select, and present multi-coded Team SA to global events including World Games, Commonwealth Games, All Africa Games, Olympic Games and Para-olympic Games. 5

: Bottom-up each NF produce own plan : Elements of plans:- mid-term (5years) – long- term (10 years), no more short-term outlook
- measurable outcomes
- costed over the period
- prefer language of targets than quotas
Agreed must prioritise, however not marginalise
Make 2005 – 2014 a decade of fundamental development and transformation of our sport

Lottery: High Performance and selected projects
Sponsorships: mainly High Performance, big NF’s – Rugby, Football, etc.
Analysis:
currently 12% lottery and distribution, should be +20%
Optimize current distribution
±R372 m annual - spread too wide and thin
Engage lottery to fund against above plans
Fund against 5 years (mid-term) to 10 years (long-term)

Urgent Response Necessary: Urgent Response Necessary Close collaboration for preparation of Amaglug-glug for Beijing Olympics 2008 between SAFA and SASCOC
Prepare, qualify for AFCON 2008 Ghana
Bafana should be placed under a separate structure / foundation under the auspices of SAFA that can allow for broader expertise in the country to be brought in to drive the overall turn around strategy for Bafana Bafana.

Urgent Response Necessary cont..: A top international coach, with local assistance
Greater involvement of past Bafana players
Secure funding for the team to allow it to develop into a formidable competitor
Egypt in a sense may yet be a blessing in disguise if we respond with the requisite sense of urgency.
