How NIH Funding Efforts Fit into the Big Picture History of the Coalition for Health Funding (CHF): Founded in 1970 in anticipation of the enactment of the Federal Budget Act in 1974 CHF is the oldest coalition of health associations focused on the budget and appropriations process Why? Budget Act changed the way Congress approached all federal spending

Federal Budget Act Impetus for Founding of CHF Broad array of voluntary and professional health associations founded the Coalition for Health Funding to provide one voice to advocate for Function 550. F. 550 includes NIH, CDC, HRSA, SAMHSA, AHRQ, FDA, HIS Other public health activities within HHS

Budget to Appropriations : 

Budget to Appropriations Once the annual Budget Resolution is adopted by Congress: The overall discretionary spending limit is provided to the House and Senate Appropriations Committee The Appropriations Committee divides it up among the 12 Subcommittees A strong number for F. 550 backed by strong advocacy helps create a robust allocation for the Labor-HHS-Education Subcommittees – where NIH is funded

Coalition for Health Funding Mission For over 35 years, the CHF has put forward a funding recommendation for F. 550 Underlying expressed principle: the public health continuum

The Public Health Continuum: 

The Public Health Continuum Improved health outcomes for all Americans is most readily achieved by an investment of national resources across the agencies and programs of the Public Health Service and their functions of: Biomedical, behavioral and health services research; Community-based prevention; Adequate regulation of food, drugs and medical devices; Access to basic and targeted health care services for the medically underserved; Education of a health professions workforce.

Coalition Process In recent years, CHF has broadened input from hundreds of health groups through the Health Summit Leadership of health coalitions focused on one agency, e.g., Ad Hoc Group for Medical Research Funding, Campaign for Medical Research, National Health Council for NIH; Other coalitions like CDC, Friends of AHRQ

Coalition Process Once the F. 550 number is agreed to: Letter to Congress and the Administration is circulated among the health groups Usually 400+ groups sign on Hill visits to Budget Committees Sign on letter Basic info. about PH agencies, funding history and activities Info. about specific value provided

Coalition Process: 

Coalition Process Following adoption of the Budget Resolution, focus on 302b allocation Coalition joins with counterpart, Committee for Education Funding, and workforce groups, to urge robust allocation for the Labor-HHS-Education Appropriations Subcommitee. Typically 700-800 groups sign letter Often do joint CHF-CEF meeting w. Appropriation principals.
