Neville, Paul W. Leap-Frogging Over the Digital Divide. December, 2001. 26 July 2004 <http://www.geocities.com/paul_neville/writing_technology.htm >. This site explains a different theory about the Digital Divide. Neville says that when a human is introduced to new technology than it cannot stay away. This person must have the use of this technology. This is the mistake that the world made. They told undeveloped countries about new technology at a time when they need to fix their problems instead of making more problems. So, now the UN must take control and by leaving restrictions on technology use in third world countries until they are well suited for the technology.
