OVERVIEW

Who We Are :

Who We Are Non-profit established in California with a network of supporters throughout the U.S. and China (governments, businesses, and non-governmental organizations) Mission is to help China harness efficiency as a viable energy resource, lessening its reliance on coal and improving the global environment Building on successful energy and environmental initiatives of the Natural Resources Defense Council

The Challenge:

The Challenge China is the world’s fastest-growing consumer of power In 2004 alone, it added enough power plants to equal all of California’s power generation Unless action is taken, China’s plans include: - Adding generation capacity equaling 22 Three Gorges Dams - Building 150 gigawatts in new coal- fired capacity in the next five years (two-thirds of the world’s total)

Worldwide Impacts:

Worldwide Impacts China is likely to become the world’s leading emitter of global warming gases in the near future China’s air pollution is transported across the Pacific Ocean Mercury from Chinese power plants contaminates U.S. fish and soils According to the NY Times, by 2010 one-third of the smog-forming ozone in California will originate from Asia China's needs exert tremendous pressure on world markets for oil and natural gas, raising energy prices and global tensions

The Solution:

The Solution Energy Efficiency: - Improve energy efficiency through the implementation of demand side management policies and programs - China’s goal is to use energy efficiency to cut demand by 800 million tons of coal equivalent by 2020 Alliance Support: - China has requested Alliance assistance, and the Alliance has established relationships with key Chinese officials - The Alliance is also the first organization to identify opportunities in China for efficiency through proven demand-side management programs

What is Demand-Side Management (DSM)?:

What is Demand-Side Management (DSM)? Utility-sponsored programs providing incentives to customers helping them to use and afford energy efficiency technologies, e.g,: Industrial equipment and motors Residential and commercial air conditioners DSM policies make energy efficiency economically viable for utilities Over the last 20 years, utility DSM programs in California helped to avoid the need to build 20 large power plants

Benefits of Demand-Side Management (DSM):

Benefits of Demand-Side Management (DSM) Over the next decade, implementation of DSM policies in China could mean a reduction of: Peak power demand 220,000 megawatts per year - equal to 300 large coal-fired power plants Emissions 213 million metric tons of carbon 11 million tons of sulfur dioxide 371,000 tons of nitrogen oxides

Potential CO2 Reductions:

Potential CO2 Reductions Potential Annual CO2 Reductions from DSM Programs in China (cumulative)

Role of China/U.S. Energy Efficiency Alliance:

Role of China/U.S. Energy Efficiency Alliance Partner with Chinese government to help them meet energy efficiency goals Focus on practical projects that will provide tangible results Pool financial and technical resources to help China develop and implement DSM programs Leverage broad network to maximize results from Alliance funding

Activities of the Alliance (2005):

Activities of the Alliance (2005) Facilitated energy efficiency cooperation agreement between California and China; Alliance designated as an implementing partner Established Alliance Leadership Council of key U.S. and China energy efficiency experts to support the work of the Alliance Provided guidance on development of Chinese national DSM policies Signed groundbreaking MOUs with Jiangsu and Shanghai for long-term DSM partnerships Assisted with implementation of a DSM 10-year strategic plan in Jiangsu
