The Initiative of GSN Promoting ‘E-Government Plan’ On June 23, 1999, the Executive Yuan 2512nd Meeting passed the proposal for ‘Establish E-Government and Create Competitive Advantages’, which included ‘E-Government Backbone Network Plan’. Implementing the ‘E-Government Action Plan’ Strategies including ‘Overall management of GSN, reinforcement of constructing foundational infrastructure, and promoting the usage of email and Internet services throughout all levels of government. Plan Duration: Jan. 2001 to Dec. 2004

E-government Infrastructure: 

E-government Infrastructure Built the Government Service Network (GSN) as the backbone network for the e-government. All levels of government agencies have been connected to the Internet. As of June 2005, 100% of government agencies had broadband access, including leased line, ADSL, FTTB, and VPN, and 85% of them had their own websites. The penetration rate of e-mails among government staff is 95% and that of browsers 98%.

E-government Infrastructure: 

E-government Infrastructure All government agencies get online by 2002 with all government staff trained to be IT-literate by 2003.  The RDEC established an online government service network to provide broadband Internet connection services for government agencies. The network included an electronic verification and security control system which increased information circulation and improved the reliability of Internet transactions. The RDEC also established a security network, a protection system and an emergency management mechanism to help government agencies build secure networks.

Current Progress of GSN Backbone Network Structure Bandwidth on Demand Interconnection to external networks: Direct connect to HiNet、TWIX、 TANet、SEEDNet、ASNet、TFN、NCREE、NHRI and DWINS networks. Backup Center RDEC owns the assets and equipments.
