Premium member Presentation Transcript Open Parliament: Realising our creative potential Open ParliamentNew Ideas: New Ideas Moving from OMOV to One Member One Choice Each registered person will be able to vote for and against ideas, at any time. But time is precious, and you can’t specialise in everything. Thus users will be able to choose to lend their vote to any other registered user, and reclaim it at any time. This will allow knowledgeable and experienced users to have more of a voice. But it will not give anyone a monopoly, as the loan automatically expires, unless renewed.New Ideas: New Ideas Move firmly away from criticisms of Populism, towards a new Knowledge based democratic system Emulate the Parliamentary Legislative Stages to ensure rigorous debate and constant re-considerationNew Ideas: New Ideas Move firmly away from criticisms of Populism, towards a new Knowledge based democratic system Recruit experts as Subject Specialists to facilitate debates, and conduct/link into research, so that everyone considering a new idea These Subject Specialists are responsible for modifying proposals in accordance with the desires of those who join the debates, as ideas progress through the various legislative stages towards an OP Proposal Give research a firm place within the OP, and ensure easy linkage and association with new researchNew Ideas: New Ideas Completely New Design Designed to be simple, user-friendly, and all-inclusive. Split screen layout for debates, with options for users to tag their posts as either ‘for’ or ‘against’, and also a separate area for the author or subject specialist to respond. ‘Real’ layout (with an additional ‘standard’ layout for those with such a preference/need), to make it easier to find what people are looking for: At the first screen will be the globe, with you being able to choose either your country, or an international body Each country appears as a building, with you able to board the elevator to particular floors, which will represent different regions On each office floor will be doors representing different constituencies and councils Inside each room will be various piles stacked on top of desks, showing the various issues that can be discussedNew Ideas: New Ideas Linked In It will be linked in to every different region, such that if for example a new Tesco’s store is built and the Store Manager wishes to know what people think about a new access road, then they could pay the costs for us to notify every local person, and enable a debate to be held on the OP It will have the capacity to be linked into every single group. For example the Democratic Reform Party will have its own area, and thus be able to include as many others as possible in developing its manifesto It will be tailored to each user organisation. For example if organisation A wishes to have a new policy by the end of the week, they could request that deadlines be placed on each debating stage.New Ideas: New Ideas Action Based The OP is being designed to empower people, and facilitate the creation of new ideas. But more than that it’s about seeing those ideas acted upon. Thus at the end of the OP process the final proposals will be sent to representatives, parties, pressure groups, media groups and everyone else we can think of. It means that whether a person is 10 years old, or 90 and laying on their death bed, if someone has a new idea, it has the potential to go big.New Ideas: New Ideas Making a Real Difference The OP’s Project Manager Dave Woods has agreed to put forward £1000 for the first OP Project: The money will be awarded to the charity or organisation with the best idea, as decided by registered users. If successful we hope to secure funding for further such projects in the future.New Ideas: New Ideas Real Debates One stage in the progression of an idea towards becoming an OP Proposal will be a recorded debate, whereby anyone involved in the debate up until that point will be able to join in a live ‘television style’ debate over the internet. That debate will be recorded, and the video attached next to the final voting choice. Thus people who vote on whether the proposal passes the final stage will be able to see research, written debates, and video footage. For bigger debates actual events could be organised around these debates as well.New Ideas: New Ideas Open Source software model Being Open Source would allow people to download it themselves and build/improve features and modules, sending a strong message that this is about decentralisation and People Sovereignty.New Ideas: New Ideas Comments on current policies, actions and stances The existing policies of groups and parties will be posted, for users to discuss, review and revise. This way the debates will centre not just around new ideas, but also around government/opposition policy. For example the Democratic Reform Party will load up its latest manifesto policies, and should a user click on the DRP area they would be able to click ‘support’ or ‘dislike’ on any proposal. Once the number of dislikes has passed a certain quota the idea would automatically be pulled forward for review and debate, with the policy proposal being open for debate by everyone, just like any new idea. And depending on the group’s preference, some groups could request that only their members be able to vote on their policies. This would provide a transparent policy formulation process for any group that wished to embrace democracy 2.0New Ideas: New Ideas There’s lots of work still to be done.
