Report to APTLD KL Meeting on ICANN relations Peter Dengate Thrush 18 July 2004

Formation of the ccNSO: 

Formation of the ccNSO ccNSO reached “Live” status before Rome meeting, March 2004. “First” Members meeting. Was an earlier meeting of members in Carthage, before ccNSO went “live”. Process since Rome on electing first Council. Election process established in Rome.

Formation of the ccNSO: 

Formation of the ccNSO APTLD members of Launching Group- Hotta, .jp: Dengate Thrush,.nz Disspain,.au Glen de St Gery ( GNSO staff) appointed Election Manager Jim Higgins (NZ) Ken Fockler (CA), and Hartmut Glaser (BR) appointed Supervisers Nominations opened,closed, reopened,closed again.

Formation of the ccNSO Nominations from AP region were Hotta,(.jp) Disspain (.au) and Lee (kr). 3 nominations only from each other region All nominees declared elected, without need for a ballot, by Supervisors First Council meeting scheduled for KL APTLD congratulates Chris Disspain (.au) elected interim CCC chair

Formation of the ccNSO Early business expected to be mix of “start up” - Rules, secretariat, etc and .. Business - individual cctld contracts with ICANN - “Responsibility Frameworks”, Change of cctld Manager ( “re-Delegation) APTLD expected to apply/notify ccNSO of willingness to serve as “Regional Association” under Bylaws.

Formation of the ccNSO Substantial effect of Bylaw changes made by ICANN board arising from Rome meeting. Bylaws clearly not binding on individual ccTLDs ccNSO has no power to make policy binding on any ccTLDs Principles agreed in Montreal now recorded in bylaws

Impact on other cctlds Despite Montreal agreement now recorded, many euro cctlds prefer not to join, citing trivial remaining, or new, bylaw issues. Danger of being left behind, as no clear mechanism for further bylaw changes Some new bylaw issues are positive - expect ccNSO to establish review process, but do not expect rapid work schedule

Impact on other cctlds Some european managers called in Rome meeting for APTLD to organise KL meeting Declined, as cctld meetings should be global, not regional responsibility wwTLD Agenda Committee formed APTLD appoints Dengate Thrush (.nz)and Tso (.tw) as delegates Secretariat support offered for meeting.

A wwTLD meeting Centr appoints Roberts (.gg) and Schtick (Staff) as members Meeting room booked for Sat 17 July No other region chooses to join Committee No one on list responds to calls for separate meeting, until very late LACTLD says “ no separate meeting” Others- Africa/North America -silent

A “wwTLD” Meeting Private meeting organised by what appears to be 2 Verisign-managed cctlds Despite calls for their identity to be revealed, no identification occurs Timed so that ccNSO members cannot attend Adcom objects to privately organised meeting being called a “wwTLD meeting”

“Fortress Europe” problem for cctlds: 

“Fortress Europe” problem for cctlds Euro cctlds refuse to join ccNSO Euro cctlds withdraw from Adcom Euro cctlds refuse to join global cctld body APTLD should use mutual membership relationship with Centr to explore resolution to reduce tensions and potential european isolation from global cctlds

Other ICANN matters: 

Other ICANN matters Budget likely to be approved in KL WSIS meetings Tuesday - likely to continue APTLD position from Busan and Carthage UN Committee now looking at “Internet Governance” - out of WSIS?? ITU/ICANN meeting Saturday 24 July to look at ccTLD “ matters”…...

Conclusion: 

Conclusion ccNSO well underway Need to maintain cctld harmony APTLD members are contributing Especially the Secretariat! Many thanks to the staff for their work on this APTLD meeting, and also for ccnso meeeting
