Crack cocaine epidemic in the 1980s Concerns for children of other forms of substance abuse, poverty, homelessness, AIDS, and mental illness High case load for foster care Welfare system faced high staff turnover and moral was low Shortage supply of related support services such as drug and alcohol treatment and mental health care services Cultural influences

Political Context : 

Proposed by the Clinton administration in 1993 Authorized capped entitlement grants to states for family preservation In1997 policy makers were concerned that putting children back into homes was premature. In November of 1997 Congress enacted the Adoption and Safe Families Act which was later extended The Promoting Safe and Stable Families Act was introduced in September 10, 2001 August 2001 mid-budget review changed the budget request due to the September 11 terrorist attacks and national concerns became priority. The 1997 Adoption and Safe Families Act : 

In 1997 the act was reauthorized under the Adoption and Safe Families Act, and renamed the Promoting Safe and Stable Families Program. This required two additional services, time-limited reunification (15 months) Supportive adoption services The 1997 Adoption and Safe Families Act

Safe and Stable Families Amendments of 2001 : 

The amendment amended the definition of family support services as it appeared in the original program to add Strengthening of parental relationships Promotion of healthy marriages Allowed states to support infant safe haven programs Safe and Stable Families Amendments of 2001

Additional amendment services : 

The bill also allowed for mentoring children of prisoners to include Decrease the behavioral , health, and educational programs. The bill also allowed for education and training vouchers for youth Additional amendment services
