The report will be presented in six parts: i) participatory activities ii) Poverty diagnostics iii) Policy Framework – Matrix of pillars iv) Indicators and Monitoring v) Costing and Financing vi) Institutional Arrangements Slide3: PRSP PARTICIPATORYWORKSHEET PLANSlide4: SL-PRSP PILLARS PILLAR I: Promoting Good Governance, Peace and Security. Strategic components: Good Governance (includes Decentralisation, Judicial Reform, Human Rights, Civil Service Reform, Information Dissemination, Anti-Corruption, Civil Society, the Electoral System, National Statistical System, etc.) Security (at local, district, regional and state levels) RSLAF SLP Peace-Building (and National Reconciliation) Slide5: PILLAR II: Promoting Pro-Poor Sustainable Growth within a Healthy Macroeconomic Framework. Strategic Sectors: Macroeconomic Management (Fiscal, Public Revenue and Expenditure Management, Financial and Private Sector Development, etc.) Productive Sectors: Agriculture and Food Security (Crop, Forestry/Wildlife, Fisheries and Livestock) Mining, Tourism, Infrastructure (Energy, Housing, Information & Com. Technology (ICT), and Transport). Slide6: PILLAR III: Promoting Human Development Strategic Sectors Health Education Water and SanitationSlide7: PILLAR IV: Promoting a Caring Society and improving the Living Conditions of vulnerable Strategic Areas: Gender and Children Youths Vulnerable Groups (People with Disabilities, Disabled, Widows, Aged etc.) HIV/AIDS EnvironmentIndicators and Monitoring: Indicators and Monitoring Sector strategies and actions proposed under the pillars poverty data from the IHHS, PPAs and the FGDs essentially, we plan to use 2003/2004 as the baseline for all indicators. Monitoring of the PRSP : Monitoring of the PRSP - overall responsibility for monitoring be vested in a National Level Committee chaired by the VP and supported by a Technical Secretariat (TS). (Option 1). – - The MoF and MODEP will be key members of this Committee. - The roles of the following entities will be crucial to the functioning of the TS: PPA, FGD and PETS Teams. - The key requirements for monitoring are being developed. V) Costing and Financing: V) Costing and Financing (Edmund to comment on this section) VI) Implementation Arrangements - Government at all levels, NGOs, civil society, community organisations and the private sector will collaborate in fulfilling the overarching goal of poverty reduction. - The role of Government is central. - Plans for fiscal and administrative decentralisation from the centre to local authorities following the establishment of District, Town and City Councils and the specific decentralisation plans of the Ministries and other national institutions. VI) Implementation Arrangements( Contd): VI) Implementation Arrangements ( Contd) - (The respective roles of the MoF, MODEP, line ministries, PASCO, DACO, etc are yet to be fully discussed) Without a comprehensive assessment of the capacities of the various councils, a sequencing of the transfer of responsibilities is envisaged.
