The artificial conflict created between the industrial development and environmental protection Lacking of long term integrated energy-economy and environment strategic planning. Slide8: Financial situation is an important factor. Export credits of foreign countries are usually provided for the projects transfering the sub standard technologies without any local market value. The hope is to recover some money to support the R&D of more efficient and less polluting technologies. High energy prices is putting more pressure on the economy and leaves no possibility for being competitive in the international markets for Turkish Industry. The first workshop, held in 2001, had focused its efforts on the legal, administrative, technical and financial problems limiting the full implementation in Turkey, with special emphasis on the adverse effects of inflation. The factors, influencing the inefficiency in the utilization of energy, were sought. The participants also discussed the relevance of the financial analyses. The second workshop and exhibition had been designed especially on the efficient and rational end use of electrical energy. The two very important concepts of sustainable development, efficient use of energy and demand side management have attracted considerable attention in the recent years. The European Community is giving special importance to the integration of the energy network in Europe. Therefore, Turkey as a candidate to the union must also develop and issue a series of regulations and legislations, to adapt herself to the existing system. Slide14: We all have vital roles in the process to establish the sustainable energy environment. We must increase our consciousness on environmental issues and the concept of social costs, reorganize public education and develop a reliable data base on energy. Social costs have to be determined and included in the comparison of energy production systems with respect to their primary fuel source. Otherwise the damage on the environment and public health will reach irreversible levels, drifting us to a world, impossible to live in. This symposium and workshop aims to provide a platform for the scientists and researchers, working in the area of efficient and rational use of energy, to present their studies and for developers and manufacturers of energy efficiency equipment and methods to exhibit their products and services. The scientists, industrialists and the decision makers in the field will have a chance to come together to discuss all the aspects of legal, technical and management issues. In addition, the workshop will furnish the participants with correct and up to date information on energy efficiency and to increase their capacity of handling related projects.
