Overview of Oregon Institutional Framework: 

Overview of Oregon Institutional Framework Office of Evaluation andamp; Process Improvement (OEPI) will: Track Are we meeting our timelines? Evaluate - quantity and quality What is the level of productivity? What is the quality of our output? How effective is the infrastructure? Drive process improvement in the research infrastructure Support changes

Objectives and Priorities: 

Objectives and Priorities Map out the processes that comprise OCTRI and the relevant non-OCTRI infrastructure. Identify the performance metrics for the various key functions/processes. Determine baseline performance vis-à-vis metrics. Develop and implement a plan for tracking these metrics. Apply Lean/Six Sigma tools to improve the efficiency and effectiveness of OCTRI processes as well as related research infrastructure processes (e.g., IRB) Leverage the expertise and input from investigators, subjects, and others.

Concepts of Process Improvement: 

Concepts of Process Improvement Lean (aka Toyota Production System) - focus on eliminating waste (e.g., unnecessary process steps) and improving process flow. Six Sigma focuses on producing a better quality of service with reduced variability. Lean Six Sigma: Determines whether a particular process improvement is worthwhile (positive return on investment) Identifies root causes of defects (i.e., process failures) Tracks compliance with user specifications Value stream – specific activities required to provide a specific service from concept launch into the hands of the researcher. Value stream mapping – identification of all activities along a value stream.

Oregon Goals and Timelines: 

Oregon Goals and Timelines Six-month goals: Hire Six Sigma/Lean coordinator. Define measurable outcomes of OCTRI and its key functions. Identify the set of core processes, process metrics, and baseline performance. Determine the 'Critical-to-quality' elements as perceived by users. Prepare interim evaluation andamp; process improvement report by May 2007. One-year goals: Define core processes for each OCTRI program and determine baseline performance. Build a system map of OCTRI reflecting core processes and links/intersections between processes. Initiate process improvement steps using Lean Six Sigma. Prepare annual report .

Oregon HIP and MCR Training Programs: 

Oregon HIP and MCR Training Programs Built on successful program of training the adult learner as a investigational researcher. Two yr. program with scheduled courses once a week later in the day. Strength is agile program with immediate changes from feedback. 360 approach so faculty are aware of needed change. Supported by core admin group that develops relationships with trainees. Mentoring and coaching is key.
