Healthy China Project : Healthy China Project First Phase and Background


Objectives for the project : Objectives for the project To start and run pilot projects with different scopes in China which strengthen the general cooperation between both countries and can be enlarged to other regions and disease areas To learn and understand Chinese markets and health care needs better To identify existing technologies and analyze how well the products and services of the participating companies fit to the market needs To develop and implement a complex new prevention and care model for life-style related non-communicable diseases according to the existing market environment To identify proper business channels and to establish partnerships between Finnish and foreign companies for future business in China

The burden of cardiovascular diseases : The burden of cardiovascular diseases Cumulative costs for the society in China related to cardiovascular diseases (CVD) 20 Billion Euros ( = over 200 Billion CNY!) 2.6 Million deaths / year ; 300 people for every hour Growth rate of the CVD disease 45% Risk factors: high blood pressure, high cholesterol, cigarette smoking, abnormal ECG, a historic of diabetes or previous heart attacks

Achievements of the first phase : Achievements of the first phase A larger group of opinion leader of the healthcare branch in Shanghai could be interested for the project The ideal place in Shanghai and the entity are identified and informed (Huashan hospital) The disease focus is clear: cardiovascular/cerebrovascular diseases and diabetes 2 worldwide known prevention experts for the steering group are committed to support the project (Prof. Jie Chen, Key Lab of HTA, Prof. Pekka Puska, KTL) Recommended experts for the peer-to-peer work groups are identified First Finnish companies have expressed their deep interest to take part in the pilot project The detailed screening of potential industrial candidates for the pilot project was started (Finpro and Tekes) Good publicity of the project (first publications)

IT Infrastructure module : IT Infrastructure module Basic description All professionals have an access to the same database (intranet-/internet-based). A special disease management software localized according the Chinese treatment guidelines provides a comprehensive overview about the actual situation of the patient. Online and offline data entry is possible. Data protection and access rights are defined. Finnish solutions / technologies: Hospital information system (HIS); various disease management software tools, wireless applications for patient connection; system integrator services Benefits for the prevention concept: Real-time access for the professionals and decision making based on actual data; knowledge sharing among the specialists; improvement of efficiency; better resource allocation Finnish workgroup participants: selected IT specialists (e.g. system integrator, content provider, hardware specialist, independent IT consultant) Restrictions from Finnish side: Communication language for the development/pilot phase is English


A peer-to-peer project team will adapt all modules according the Chinese needs : Project owner: not yet defined Steering group: Selected experts from China (Prof. Jie Chen) and Finland (Prof. Pekka Puska), Finpro/Tekes representatives, members of the participating industry. Main tasks: to review, approve and decide on planning stages and progress. Project coordination: Finpro/Tekes/ Chinese Partners (e.g. SASS) Main tasks: progress reporting, planning updates, coordination, communication, coaching Sub teams (3 Work groups) Modul development by peer-to-peer experts (diabetologists, cardiologists, neurologist) supported by task-oriented experts, e.g. IT consultant Technology Evaluation team/pilot project development and implementation: Selected experts from China and Finland, Finpro/Tekes, technology managers of the industry. Main task: Evaluate the suitability of Finnish technology for the Chinese health care system; implementation of the modules Business Model Development team: Finpro/Tekes, financing experts from China, business manager of the participating companies. Main tasks: Development of a business model for China Project coordination (Consulting Group) A peer-to-peer project team will adapt all modules according the Chinese needs Technology Evaluation & pilot project development and implementation (work group 2) Project owner + steering group Business Model Development (work group 3) Modul development by peer- to- peer experts (work group 1)

Steps in future : Steps in future The original purposes of Healthy China project was also to create a business opportunity for the Finnish companies in Chinese health care markets It is expected that the Finnish companies , that took part of pilot phase , will enter Chinese markets and continuing their business activities here. The expanding Chinese –Finnish Prevention and Care Centre model will offer an idea platform for this. After 1.3. 2006 Healthy China project is targeted to start to run by Chinese-Finnish Prevention and Care Center at the Key Lab of Health Technology Assessment at Huashan Hospital.
