DESCRIPTION
OF
THE TERTIARY EDUCATION
SYSTEM TEMPUS Info Day, Rome, Oct 13 2006
Types of Tertiary Institutions : Types of Tertiary Institutions Tertiary education is conducted through university and professional studies.
University studies qualify students for carrying out activities in science and tertiary education, in business, and in public sector and society. Such studies allow students to successfully develop and apply scientific and professional knowledge;
Professional studies offer students the appropriate level of knowledge and skills in order for them to perform professionally and qualify for immediate employment; TEMPUS Info Day, Rome, Oct 13 2006
Types of Tertiary Institutions : Types of Tertiary Institutions Universities are expected to integrate functions of their constituent units (particularly faculties, academies and departments). In this way an university is expected to ensure its uniform and harmonized operation in concert with strategic and developmental decisions on academic issues and scientific research.
(to be continued...) TEMPUS Info Day, Rome, Oct 13 2006
Types of Tertiary Institutions : Types of Tertiary Institutions Universities are also expected to ensure:
the internal and external mobility of students and teachers;
the rational use of human and material resources;
the development of multidisciplinary studies;
fostering the constant growth of high-quality and competitive educational, scientific, artistic, and professional work;
conducting of scientific, artistic and developmental research, particularly to carry out research programs of strategic interest to the Republic of Croatia; TEMPUS Info Day, Rome, Oct 13 2006
Types of Tertiary Institutions : Types of Tertiary Institutions Polytechnics and schools of professional higher education are expected to offer high-level professional education, and artistic and professional training;
Public science institutes conduct scientific research. Their primary task is to carry out scientific programs of strategic interest to the Republic of Croatia, and to establish, together with universities, the scientific infrastructure for the whole system of science and tertiary education; TEMPUS Info Day, Rome, Oct 13 2006
Number of tertiary education institutions : Number of tertiary education institutions There are 85 public tertiary education institutions in Croatia. They include:
6 universities (Dubrovnik, Osijek, Rijeka, Split, Zadar,
Zagreb) (Pula just established)
58 faculties
There are also:
17 accredited private schools of professional tertirary education
27 public research institutes
TEMPUS Info Day, Rome, Oct 13 2006
Challenges Ahead : Challenges Ahead Further alignment with the EU acquis on the mutual recognition of professional qualifications includes:
Further harmonization of the Act on Recognition of Foreign Qualifications with EU standards, including the simplification of administrative procedures of the ENIC/NARIC Office;
A medium-term priority is to design a strategy for the incorporation of general EU directives for regulated professions (Directives 89/48/ EEC, 92/51/EEC, 99/42/EC);
Another strategy is to incorporate special directives for particular professions into national legislation.
A new financing model has been introduced: the new lump sum model allocates public funding to the universities, and not to faculties/departments, as it had been the case before; TEMPUS Info Day, Rome, Oct 13 2006
Challenges Ahead : Challenges Ahead Croatia has adopted a selective approach in deciding which Community programs to enter in the (near) future.
The TEMPUS program is running very successfully + the VET sector is currently implementing several CARDS VET projects Croatia should not apply for full membership in Socrates and Leonardo before 2007.
Therefore, TEMPUS is currently still a priority, altough preparations for entering Socrates and Leonardo are being conducted. TEMPUS Info Day, Rome, Oct 13 2006
