ROME - The disables issue The Problem: Each vehicle carrying “the” vignette is allowed to enter, regardless its origin. It is mandatory to avoid the notification of “void” violations. It is necessary to limit the abuses still maintaining the consensus with the disables.

ROME - The disables issue The Solutions: Each of the 8101 Municipality of Italy has been notified of the procedure for accessing the LTZ (including the call centre pre-registration) To the disables of the City have been allowed to register up to 5 plates plus the free use of the OBU. Three access gates are permanently garrisoned by urban police to handle the access as “temporary permits”

ROME - The freight delivery Out of the 8200 lorries having the permit to access to LTZ, about 2800 have only two time windows: from 8,00 pm to 10,00 am and from 2,00 pm to 4,00 pm These vehicles are producing about 20% of the total freight traffic to the LTZ (1000 access/day) Before the scheme implementation their access were almost uncontrolled (violation up to 60%) Today the illegal access (all fined) are 3%

ROME - Some highlights The Access Control strategy (ACS) is working nicely. The Exemptions are mainly for services of public interest. The most sensitive categories of users are handled in a satisfactory way.Some “tune up” can reduce abuses. The authorised non residents (35.000 plates) are charged on a flat rate base. The capability of controlling the lorries access can drive to a pricing policy. The pricing scheme is planned for after 6,00 pm period charging only private vehicles.
