The selection of these three areas for cooperation and partnership within Helsinki Process reflects the high attention they attract in the development agenda of our countries as well as on the international level as they are considered the core ICT challenges facing development They are also common areas of interest for both North & South

Proposal for Action: E-learning The development of an efficient impact assessment mechanism is still lacking in many countries especially in ICT in education where replicable experiences are relatively limited It is believed that this area is of high significance to our cooperation

One of the areas with great potential for cooperation among the Friends of Helsinki is Telemedicine for early detection & diagnosis of some of the most prevailing diseases such as breast cancer for women. The use of ICT would increase the effectiveness of health administration, clinical consultation, and bring continuing medical education to remote or underserved areas and could serve the interests of many countries within Helsinki Process. Proposal for Action: E-Health

E-content partnerships within Helsinki could provide advice on the best practices among the players on how to tackle the fragmentation of the digital content market and improve the accessibility and usability of geographical information, cultural content and educational material. Support, through technical advice, innovative and viable e-content programs and projects within Helsinki members involving cross-sector partnerships. Addressing such issues in a broad context would certainly need to deal with the issue of Standards. Exchanging experiences and sharing knowledge on standards would secure the best possible return on investment in e-content and empower the "e-citizen". Proposal for Action: E-content

In September 2006, Egypt hosted a workshop for the Friends of Helsinki Process in which 23 participants from 9 countries participated Workshop Results: Three working groups were formed in the specified three areas: E-learning Egypt, Finland and Canada E-health Brazil, Egypt, Finland and Tanzania E-content Egypt, Finland, Malaysia Cairo Workshop

A concept document with a proposed framework was introduced Egypt hosted a workshop on “Assessing the Impact of ICT in Education” in May 2007 The workshop was attended by experts and representatives from 8 countries of the HP Friends E-learning
