WHAT IS ACCREDITATION ?: 

WHAT IS ACCREDITATION ? THE PROCESS IN WHICH CERTIFICATION OF COMPETANCY, AUTHORITY OR CREDITIBLITY IS PRESENTED , TO DETERMINE ACCEPTABLE LEVEL OF QUALITY THROUGH THIRD PARTY ATTESTATION, CONVEYING FORMAL DEMONSTRATION OF ITS COMPETENCE TO CARRY OUT SPECIFIC CONFORMITY ASSESSMENT.

DEFINITION OF ACCREDITATION AGENCY: 

AN AGENCY, WHATEVER BE ITS CONSTITUTION, REGISTERED AS AN ACCCREDITATION AGENCY WITH THE AUTHORITY UNDER THE ACT, THE RULES AND THE WAREHOUSE DEVELOPMENT AND REGULATORY AUTHORITY (REGISTRATION OF ACCREDITATION AGENCY ) REGULATIONS 2011. DEFINITION OF ACCREDITATION AGENCY

Registration of Accreditation Agencies: 

THE AUTHORITY MAY REGISTER SUCH ENTITIES FOR THE PURPOSE OF ACTING AS ACCREDITATION AGENCY UNDER THE ACT, RULES AND REGULATIONS THAT HAVE SUFFICIENT EXPERIENCE IN THE FIELD OF RESEARCH, DEVELOPMENT,TRAINING OR ACCREDITAION OF WAREHOUSES. Registration of Accreditation Agencies

Accreditation of Warehouses: 

The Accreditation of the Warehouses will be carried out based on the accreditation standards and procedures prescribed by the Warehousing Development Regulatory Authority . Accreditation of Warehouses: 

BEFORE THE GRANT OF CERTIFICATE OF ACCREDITATION, AN ACCREDITATION AGENCY SHALL APPOINT ONE OR MORE PERSONS AS EXAMINERS TO UNDERTAKE AN INSPECTION OF THE WAREHOUSE TO ENSURE THAT ALL THE CONDITIONS PRESCRIBED UNDER SUB-REGULATION 3(3) ARE FULFILLED. THE FEE FOR ACCREDITATION OF A WAREHOUSE SHALL BE BORNE BY THE RELEVANT WAREHOUSEMAN. Accreditation of Warehouses

DUTIES OF ACCREDITATION AGENCY: 

DISPLAY OF CERTIFICATE OF REGISTRATION IN A CONSPICUOUS PLACE IN THE PRINCIPAL PLACE OF BUSINESS. MAKE ASSESSMENT REPORT IN RELATION TO EACH ASSESSED WAREHOUSE AND MAINTAIN IT FOR A MINIMUM PERIOD OF THREE YEARS. MAINTAIN ACCOUNTS, BOOKS, RECORDS AND DOCUMENTS RELATED TO ACCREDITED WAREHOUSES. NOT TRANSFER THE CERTIFICATE OF REGISTRATION GRANTED TO IT. ALLOW AND ASSIST THE AUTHORITY OR ITS AUTHORIZED REPRESTATIVE TO INSPECTS ITS OFFICE, BOOKS, RECORDS, ACCOUNTS AT ANY TIME. MAINTAIN A REGISTER OF ACCREDITED WAREHOUSE IN FORM C AS PRISCRIBED IN THE RULES AND ALSO SUBMIT MONTHLY REPORT ABOUT DETAILS OF WAREHOUSES, ACCREDITED AND INSPECTED. DUTIES OF ACCREDITATION AGENCY

REGISTER OF ACCREDITED WAREHOUSES:

NAME OF THE APPLICANT / WAREHOUSE DATE OF SUBMISSION OF APPLICATION FOR ISSUE OF CERTIFICATE OF ACCREDITATION DATE OF ASSESSMENT/INSPECTION OF THE WAREHOUSE WHETHER ACCREDITED/ IF SO, DATE ON WHICH WAREHOUSE ACCREDITED. Date on which accreditation certificate issued/ posted to the applicant warehouse by regd./ speed post.

Requirement for Grant OF Accreditation Certificate: 

12 Requirement for Grant OF Accreditation Certificate The warehouse should be constructed as per Bureau of Indian Standards (BIS) / FCI/CWC specifications. The warehouse should be storage worthy for different commodities. The warehouse should have PROVISION OF ALL STORAGE AND HANDLING equipment's NECESSARY for weighing, handling, sampling, grading, fire fighting and insect/ pest management. The warehouse should have positive net worth certified by a Chartered Accountant or creditworthiness certificate from a scheduled bank for individual warehouse or for its organization .

Requirement for Grant of Accreditation Certificate: 

The warehouse should have adequate trained staff with expertise and knowledge for the scientific storage of goods. Warehouse should have adequate security arrangements. The warehouses including commodities should BE fully insured. THE WAREHOUSE maintains PROPER records and CARRIES OUT timely reporting system. Any other requirements for conduct of warehousing business under the Act and the rules. 13 Requirement for Grant of Accreditation Certificate

Obligations of Warehouseman towards the Accreditation Agency: 

The concerned warehousemen will be required to produce all such books, accounts , records, reports and other document in his custody relating to operation of the warehouse as short by the accreditation agency. The warehouseman shall allow accreditation agency to have asses to his premises and also extend reasonable facility for examining any books, records. Report documents in the custody control or position of the warehouseman or any such other PERSON on his behalf. It shall be the duty of every warehouseman and his employers to give to the accreditation agencies all assistance in connection with inspection of the warehou se. Role of Accreditation Agencies: 

Each Accreditation Agencies must ensure availability of, competent examiners to undertake inspection/accreditation of warehouses. The inspection of the warehouses will be conducted in a fair and transparent manner. The records of the inspection will be maintained in a proper manner. The accreditation agency will ensure that all reporting requirement to the authority are carried out as prescribed under the Act Rules and regulations. There should not be any conflict of interest what so ever in the grant of certificate of accreditation of any inspection . No examiner shall conduct the inspection of same warehouse consecutively. Role of Accreditation Agencies

COMMON PROBLEMS: 

INCOMPLETE DOCUMENTATION/ RECORDS LACK OF TRAINED MANPOWER INADEQUATE EQUIPMENTS –LABORATORY/WEIGHING/FIREFIGHTING /DISINFESTATION /SAFETY MANAGEMENT ISSUES COMMON PROBLEMS

SUSPENSION OR CANCELLATION OF CERTIFICATE OF ACCREDITATION: 

IN THE EVENT OF NON-COMPLIANCE OF THE PROVISIONS OF THE ACT, THE RULES AND REGULATIONS. ACCREDIATION AGENCY MAY COMMUNICATE THE FAILURE TO THE WAREHOUSEMAN ALONGWITH INSPECTION REPORT AND ALSO IT’S DECISION TO SUSPEND OR CANCEL THE CERTIFICATE OF ACCREDITATION AS SOON AS POSSIBLE BUT NOT LATER THAN THREE WORKING DAYS. THE COPY OF THE INSPECTION NOTE WILL ALSO BE SUBMITTED TO THE AUTHORITY IN THE EVENT, AUTHORITY MAY SUSPEND OR CANCEL THE REGISTRATION OF A WAREHOUSE IN ACCORDANCE WITH THE PROCEDURE SPECIFIED IN THE ACT READ WITH THE RULES AND REGULATIONS. THE AUTHORITY UNDER SUCH SITUATION MAY DECIDE TO SUSPEND OR CANCEL THE REGISTRATION OF THE RELEVANT WAREHOUSE OR ORDER ANOTHER ACCREDITATION AGENCY TO UNDERTAKE INSPECTION OF THE WAREHOUSE TO TAKE A FINAL VIEW ABOUT SUSPENSION OR CANCELLATION OF THE REGISTRATION. SUSPENSION OR CANCELLATION OF CERTIFICATE OF ACCREDITATION

Dispute Resolution : 

Dispute: Any person aggrieved by a decision in relation to the ( i ) refusal of grant of certificate of accreditation by the accreditation agency; or (ii) suspension or cancellation of the certificate of accreditation by the accreditation agency may file a representation with the Authority for resolution of the dispute in accordance with the Warehousing Development and Regulatory Authority (Disputes) Regulation 2011. Appeal: Any person aggrieved by a decision of an Authority under regulation 16 above may submit an appeal to the Appellate Authority in accordance with the Warehousing (Development and Regulation) Appellate Authority Procedure Rules 2010 Dispute Resolution
