Premium member Presentation Transcript HIGHWAY SAFETY IMPROVEMENT PROGRAM (HSIP): HIGHWAY SAFETY IMPROVEMENT PROGRAM (HSIP) FUNDINGHSIPPROGRAM: HSIP PROGRAM Federal Program for Safety Construction Projects Provided for in Title 23, Section 148 of U. S. Code Apportionment increased to $7.5 million annually to Nebraska under SAFETEA-LU HSIP PROGRAM: HSIP PROGRAM GOAL: To reduce the number and severity of traffic crashes, or the potential for such crashes on all public roadways.COMMON PROJECT TYPES: COMMON PROJECT TYPES Reconstruction or modification of intersection geometrics Addition of left-turn or right-turn lanes Installation of traffic signals or flashing beacons Modification of existing traffic signals Roadway lighting Guardrail or bridge rail upgradesOTHER PROJECT TYPES: OTHER PROJECT TYPES Roadway widening to allow a center two-way left-turn lane Rumble strips (shoulder and centerline) Curve reconstruction Utility pole relocation Overhead signs Roundabouts Pavement markingHIGH RISK RURAL ROADS: HIGH RISK RURAL ROADS Any roadway functionally classified as a rural major or minor collector or a rural local road Accident rate for fatalities and incapacitating injuries exceeds the statewide average $950,000 annually apportioned to NebraskaHIGH RISK RURAL ROADS: HIGH RISK RURAL ROADS Horizontal Curve Signing Project -- Provides chevron signs, curve signs, etc. -- County labor can be used as 10% matchFLEX FUNDING: FLEX FUNDING Nebraska’s Strategic Highway Safety Plan recognizes countermeasures that affect driver behavior as being most effective in reducing fatalities and serious injuries SAFETEA-LU allows states to “flex” up to 10% of its HSIP funding from infrastructure projects to other types of projects identified in the SHSPFLEX FUNDING: FLEX FUNDING Nebraska has chosen to flex $2.1 million in HSIP funds over the next two years These funds are to be used on projects that promote the three behavioral-related critical emphasis areas in the SHSP: 1. Increasing Safety Belt Usage 2. Reducing Impaired Driving 3.
