Slide3: on states level: - Member states should set down consultation plans where NGOs are integrated in a full round of consultation from the first to the final drafts of SPDs, CSFs and Ops. - Member states should establish detailed participation levels in their national law or provisions. - MS should prepare clear framework of procedural or practical arrangements for the participation of partners in various stages of a programme that allow real involvement. Situation in Slovenia – similar : Situation in Slovenia – similar Intensive dialogue among civil society and government Compact on the Cooperation of the Government of RS and Non-governmental organisations: - civil dialogue, - system and legal environment, - financing, - employment. Experiences from past programming period - rhetoric inclusion Preparation process for the National Development Plan 2007 – 2013 – an opportunity for putting good theory in practice Different approaches possible: : Different approaches possible: Expertocratic - carried out by experts, delivered to decision-makers; Consultative - predominantly expert-driven, involving stakeholders; Participative - invite stakeholders comments, generate dialogue, based on strong role of experts; Deliberative - stakeholders driven. (Sam Barlett, Public involvement in SEA) Participative approach:: Participative approach: When appropriate: where significant public interest issues are at stake; where stakeholders have a strong interest and willingness to participate; where stakeholder support and compliance are desirable outcomes. Key procedural / methodological issues: a panel of stakeholder representatives could advise the programming team throughout the programming process; specific issues could be examined at the requests of stakeholders; the programming team will have important analysis and synthesis roles, strong communication, facilitation and conflict resolution skills needed. Participative approach: : Participative approach: Multilevel inclusion as representatives of interested public at public hearings 2. in political and technical bodies planning bodies – CS members involved as experts in planning teams; management bodies – selected CS representatives represent the CS; monitoring bodies - selected CS representatives represent the CS; evaluation bodies - selected CS representatives represent the CS.
