Project Owner’s Role : Project Owner’s Role Plans, designs, develops, renovates, demolishes, constructs, owns, operates, maintains, and manages all aspects of rental housing development throughout a 50-year agreement Receives priority referrals from the Asset Management Office Lease is between member and PO Acceptance of offered unit is optional Participates in and overseen by the Management Review Committee Maintain on premises management and maintenance offices


Resident’s Role : Resident’s Role Choose where to live – off base or on base Off Base Residence Moves to rental properties Must clear housing by 27 Sep 07 Gov’t paid move w/PDLA Members buying or building homes Must present a purchase contract to PO at lease signing Clear quarters through government if before 28 Sep and PO thereafter Complete move out by 31 Oct 07 (Orders must be processed thru TMO NLT 20 Sep 07 for funded move) Gov’t paid move – PDLA not authorized after transaction closing, projected as 28 Sep Members will pay rent to PO; sign short term lease agreement Moves after 31 Oct – Not at government expense


Resident’s Role : Resident’s Role On Base Residence Sign lease with PO – 10-12 Sep 07, Officer’s Club 10 Sep, 0900-1900 hours, International Room 11 & 12 Sep, 0900-1500, International Room Special Power of Attorney, if member not present Sign one-year lease Month to month after first year Break lease with PCS, Separation, or Retirement Military Married to Military – “Just like off base” Rent = BAH for senior member (with-dependents rate) Excess Furniture Storage Still Government Paid


Government’s Office Role : Government’s Office Role Housing Office will become Asset Management Office Co-located with PO’s key staff members Function Advisory function to the PO and base leadership Oversight of the transaction documents/performance Facilitate the Management Review Committee Assist members with local move orders into privatized housing Authorize and Manage Storage of Excess Furniture Items


Base Support : Base Support Fire Department will continue to be the first responders Security Forces will continue their role in the housing area
