ESF London Context: ESF London Context GLA have published the regional ESF Framework
Each London Co-financing organisation (CFO) must address the areas highlighted in the Framework and deliver the indicators, outputs and results included in section 6 of the Framework
ESF London Context: ESF London Context Related strategies include:
- Board for Refugee Integration for London (BRIL)
- The City Strategy Pathfinders (CSP)
- The London Skills and Employment Board
- The London Employment and Skills Taskforce for 2012
ESF Framework and the Workforce: ESF Framework and the Workforce ESF Priority 2 aimed at skilled and adaptable workforce
Linked to Mayor’s Economic development policy
- Improving the standard and accessibility of training and enterprise support
- Supporting training for those returning to work and promoting skills progression routes for those in employment
- Ensuring London enterprises are fully engaged in identifying skill needs and developing provision and initiatives to address them.

Priority 2.1 – Increasing the number of employees with improved basic skills level including English for Speakers of Other Languages (ESOL) needs
Linked to employability skills (as demanded by the employer) and complement the major regeneration opportunities (such as the 2012 Olympics)
ESF Framework and the Workforce: ESF Framework and the Workforce ESF funding will be directed towards ensuring that people can get to Level 1 standards in basic skills, linked to employment requirements, and can then progress to mainstream Level 2 and Level 3 support
ESF funding does not duplicate but rather adds value to the development of the LSC mainstream College Allocations, the Apprenticeship programme and Train to Gain.
ESF Framework and the Workforce: ESF Framework and the Workforce Priority 2.2 – Increasing the number of employees with improved level 2 skills
Indicative activities:
- Purchase of second “level 2’s” through Train to Gain
- Targeted support for employees within disadvantaged communities and/or experiencing gender under representation/segregation.
- Re-skilling or up-skilling employees through increased take up of training within SMEs going through industrial change.
- Projects targeting skills gaps identified in Sector Skills Agreements that are supported by the relevant Sector Skills Council

Indicative activities
- Projects that target skills gaps identified in Sector Skills Agreements and that are supported by the relevant Sector Skills Council
- Activities that stimulate employers to spend more on higher level skills and management and leadership specifically in SMEs

Skills for Life (SfL) including basic skills of Literacy, Numeracy and English for speakers of another language, embedded within the workplace
Participants gain NVQ Level 1 standards in basic skills, linked to employment requirements
Sectors identified include:
- Manufacturing, Health and Care, Retail, Transport and Logistics and Food and Drink

Second level 2 qualifications
Target groups include
- Returners to work
- Self-employed people, particularly within Freight drivers, Fitness workers, Childminders

LSC ESF Criteria: LSC ESF Criteria Beneficiaries
Must have right to work in UK.
Follow Home Office guidelines for employers.
Special rules for people from A8 accession countries and from Romania and Bulgaria.
Participants must be eligible under the measure and specification – note specific eligibility requirements for each specification.
LSC ESF Criteria: LSC ESF Criteria Exclusions
Cannot work in public sector (does not include people working for private firms contracted to work for the public sector).
Cannot be under 16.
LSC ESF Criteria: LSC ESF Criteria SME
Employs fewer than 250 people.
Has either a balance sheet at their accounting date with assets, less liabilities, worth no more than 43 million Euros or an annual turnover of no more than 50 million Euros.
Is independent – that is, is not more than 25% owned by firms that do not qualify as SMEs.

BME – does not include people who identify themselves under any “White” category.
Eligible Spend for Budgets
No capital expenditure.
Expenditure must relate to project.
State Aid
May apply to projects supporting organisations.

Development that meets the needs of the present without compromising the ability of future generations to meet their own needs.
Recognition that social, economic and environmental issues are interdependent and therefore activity in one of these areas should not be pursued in isolation but with consideration for each of the other areas as well.

London ESF Framework recognises that the need to treat everyone in an equitable way, regardless of race, gender, age, religion, belief or non-belief, sexual orientation or disability plays an integral part in the sustainable development of London and its economy.

Linked to sustainable development – a healthy and educated population is the foundation for sustainable development and economic development has a major role to play in improving the health of Londoners and tackling health inequalities.
