EDGE Background : EDGE Background In 2000, the Courts determined that Ohio's minority (MBE) set-aside plan for construction was unenforceable
The State could have a business development program for economically and socially disadvantaged Ohio businesses
The Encouraging Diversity, Growth and Equity (EDGE) program established by Governor’s Executive Order in 2002 and later created in Ohio Law

The program is race and gender neutral
The program is not a set-aside or preference program
