Integral to the success of the strategic plan, is a rigorous monitoring and evaluation system . The problem is an inadequate system for data-collecting, managing, planning and decision making.

INITIAL SITUATION Initial data collection system outdated: hand-written annual surveys completed by Educational institutes; Management hire others to assist in information gathering. This process is time consuming, labor intensive, and inefficient; Information arrives to the Management so late as to render it less useful; Major information gaps - I nsufficient ability to disaggregate information, which is needed for critical monitoring & evaluation, planning and interventions.
