(2) Over this period of time, more students were subject to increased progress-toward-degree standards each year so flat eligibility rates may be considered a positive. In 2003-04, approximately 25% of student-athletes in the cohort were fully subject to the new progress-toward-degree rules (vs. 48% in 2004-05 and 70% in 2005-06).

Trends in Number of '0 for 2s' Student-Athletes Leaving School While Academically Ineligible N = Number of student-athletes leaving school while ineligible ('0 for 2s') during that academic year (includes student-athletes who left ineligible after exhausting their eligibility). % = Percentage of individuals in that sport who were 0 for 2s in that academic year. Interpretation: (1) Decrease in the number and percentage of 0 for 2s has been much steeper in baseball and football than in men’s basketball. (2) Cohort sizes have increased each year (reason why N is fairly stable for men’s basketball but percentage of 0 for 2s has decreased).

APR Adjustment Requests: 

APR Adjustment Requests In 2006-07 there were 268 institutions which requested adjustments for 1,274 student-athletes. Approximately 98,000 student-athletes in cohort annually. Reasons for adjustments: 50% due to professional athletics departures (689 student-athletes). 14% due to medical circumstances (182 student-athletes). 32% due to other circumstances (403 student-athletes).

Penalty Waivers: 

Penalty Waivers Contemporaneous-Penalty Waivers Waivers filed by 15 institutions for 16 teams. Approved: One (partial-relief requested). Partial approval: Two. Conditional approval: Seven. Denied: Six. Historical-Penalty Waivers Waivers filed by 12 institutions for 15 teams. Conditional approval: 10. Denied: Five.

Number of Penalized Teams: 

Number of Penalized Teams 112 teams from 75 institutions received a penalty. 63 teams received only a contemporaneous penalty. 32 received only a historical penalty. 17 received both a contemporaneous and historical penalty.

Squad-Size Adjustment: 

Squad-Size Adjustment Fall 2007 penalties for most teams based on raw APR. Statistical adjustment for squad size eliminated fall 2007 except: Teams with fewer than 30 student-athletes in four-year cohort; or Teams with fewer than four years in the multi-year APR for the team.

Squads Below 900 and 925 Cut-Points on Projected Four-Year APR Distributions(Accounting for Four-Year Squad-Size Adjustment for Relevant Teams): 

Squads Below 900 and 925 Cut-Points on Projected Four-Year APR Distributions (Accounting for Four-Year Squad-Size Adjustment for Relevant Teams) Notes: Current projections are that 9 to 12% of squads will be eligible for contemporaneous penalty next year. Current projections are that 3 to 4% of squads will be eligible for historical penalty next year. The last column (4-Year APR—1000) represents those squads that will be below the cut-lines next year even if they obtain APR=1000 in year 4. Projections account for the 13% of squads likely to continue to receive the squad-size adjustment because four-year cohort size andlt; 30.

Data Collection Updates: 

Data Collection Updates Amend the definition of the APR cohort to exclude a student-athlete who: Has completed 10 semesters/15 quarters of full-time enrollment; and Exhausted athletics eligibility. Effective beginning with the 2006-07 cohort.

Updates - Delayed-Graduation Point : 

Updates - Delayed-Graduation Point Eliminated the required term of separation from the institution. Permits a student-athlete who failed to earn either the retention or the eligibility point in his or her last term in the cohort to earn the delayed-graduation point. The updated criteria are as follows: The student-athlete must graduate from your institution in fall 2003 or later. The former student-athlete was not included in the team's APR cohort in the term in which he or she graduated from your institution. 3. The former student-athlete lost the eligibility or retention point in his or her last term in the APR cohort or would have lost a point if the student-athlete departed prior to 2003-04.

Changes to Prior Years’ Data: 

Changes to Prior Years’ Data Corrections, adjustments and/or delayed- graduation points may be made to prior years’ data. All changes made during applicable data submission period. Will not affect penalty/incentive from prior years. Unless penalty not incurred, submit request in writing to NCAA Division I Committee on Academic Performance Subcommittee on Data Collection and Reporting.

Data Collection UpdatesMissed-Term Exception: 

Data Collection Updates Missed-Term Exception Will provide relief when a missed-term exception is applied, as long as the following criteria are met: The student-athlete returned to the institution as a full-time student in a subsequent term. 2. The student-athlete met all criteria for the missed-term exception as outlined in NCAA Bylaw 14.4.3.5-(a). 3. The student-athlete was in the APR cohort, earned the eligibility point and lost the retention point in his or her last term prior to departure.

Missed-Term Exception: 

Missed-Term Exception Incentive for institutions to encourage former student-athletes to return to the institution and graduate. The policy change is effective for the 2006-07 APR cohort and will not apply retroactively.

Missed-Term Exception Case Study: 

Missed-Term Exception Case Study Student-athlete is in the fall 2006 cohort but does not return for the spring 2007 semester. The student-athlete left the institution academically eligible. The student-athlete returns to the institution for the fall term 2007 as a full-time student and the missed-term exception is applied to certify the student-athlete’s eligibility for the fall 2007 term. The team’s APR will be modified to account for the retention point lost during the fall 2006 term.

APP Data Reviews What was learned: Mistakes were inadvertent due to misunderstanding or failure to have adequate processes for the submission and review of APP data. APP Data Reviews: 

APP Data Reviews Changes to the Process: For the 2007-08 academic year, institutions will be notified in May (20 to 25 institutions will be selected). Will include paper and in-person review of APP data. Failure to comply with requests for information may result in ineligibility for championships for all teams and individuals. Process to be completed in early fall to make all corrections at the same time. Subcommittee can require action in addition to correcting APR data.

Updates – Penalty Waivers: 

Updates – Penalty Waivers Contemporaneous, Occasion-One and Occasion-Two historical-penalty waiver requests combined. 14-calendar days to submit waivers of Occasion-One and Occasion–Two historical-penalty waivers. 7-calendar days to appeal Occasion-One and Occasion–Two historical-penalty waivers.

Updates – Adjustments: 

Updates – Adjustments May request an adjustment for a student-athlete’s lost eligibility point, provided: Institution cannot file a progress-toward-degree, conference or institutional waiver. Example, student-athlete transfers and was not eligible at the time of transfer. Will not permit adjustment for professional athletics departures.

Adjustment Directive Update: 

Adjustment Directive Update Provides ability in unique circumstances to determine if an adjustment or awarding of points is appropriate. Limited to unique situations and all decisions reviewed by subcommittee.

Penalty-Waiver Directives Update: 

Penalty-Waiver Directives Update Contemporaneous- and historical-penalty waivers directives combined. Established following guiding principles: Waiver request based on academic performance of entire athletics team. Consider whether academic deficiency is an anomaly or a pattern of behavior. Must present evidence of compelling mitigating circumstances with reasonable expectation team will improve to 925 within a reasonable period of time.

“Improvement Plus” Model: 

'Improvement Plus' Model Teams scoring below 900 are reviewed for historical penalties to determine if they: Are making significant improvement; and Compare favorably based on one of the following three factors… By-sport review. Institutional characteristics. Comparison vs. general student-body. Penalties are mitigated or waived based on review of these factors.

APP Historical Penalties : 

APP Historical Penalties Penalties are progressive and cumulative. Occasion One: Public announcement. (Contemporaneous penalties also may apply.) Occasion Two: Public announcement PLUS scholarship reductions and practice restrictions. Occasion Three: Public announcement, scholarship reductions, practice restrictions, PLUS postseason competition ban. Occasion Four: Public announcement, scholarship reductions, practice restrictions, postseason competition ban, PLUS restricted membership status for all teams.

Historical-Penalty Structure: 

Historical-Penalty Structure Institutions must demonstrate three 'clean' years (multi-year APR above 900) in order to avoid progression in the historical-penalty structure. In the first year of historical penalty, a school could face both historical and contemporaneous penalties at the same time.

Application of APP Penalties : 

Application of APP Penalties A squad could be subject to APP penalties in 2006-07 and subsequent years as follows: 2006-07: Occasion One = Public warning (+ CP scholarship restrictions). 2007-08: Occasion Two = Public warning + financial aid and practice penalties for team. 2008-09: Occasion Three = Public warning + financial aid and practice penalties + postseason ineligibility for team. 2009-10: Occasion Four = Public warning + financial aid and practice penalties + postseason ineligibility for team + restricted membership status for institution.

Historical Penalty Scholarship and Practice Penalties: 

Historical Penalty Scholarship and Practice Penalties Occasion-Two Penalties: Two-tiered penalty structure emphasizing improvement. First tier applies to teams demonstrating significant APR improvement. Second tier applies to teams that did not meet the improvement review. No recruiting penalties at this time. Penalties must be taken as a package in year following notification.

Historical Penalty Scholarship Penalties: 

Historical Penalty Scholarship Penalties Financial aid penalties will be the greater of two possible penalty calculations: Automatic reduction from the value of aid awarded by the team, rather than the NCAA maximum value; OR The total, 'uncapped' contemporaneous penalties deducted from the maximum allowed by NCAA limits. Teams will be subject to a total financial aid penalty based on this calculation and will not apply separate contemporaneous penalties. Total aid awarded will be determined using a four-year average of total countable aid awarded during the same four years recorded in multi-year APR.

Historical Penalty Scholarship Restrictions: 

Historical Penalty Scholarship Restrictions Less than 900 and meets only IMPROVEMENT review Less than 900 and does not meet IMPROVEMENT review Greater of the following two penalties: - Reduction of scholarships by 10% (deducted from total aid awarded); OR - Reduction of scholarships by total uncapped contemporaneous penalties (deducted from NCAA maximums). Greater of the following two penalties: - Reduction of scholarships by 5% (deducted from total aid awarded); OR - Reduction of scholarships by total uncapped contemporaneous penalties (deducted from NCAA maximums).

Historical Penalty Practice Penalties: 

Historical Penalty Practice Penalties Practice penalties will reduce the number of hours and/or days per week a team will be allowed to participate in countable athletically related activities during the playing season. Reduced practice time must be replaced with academic support activities.

Historical Penalty Practice Restrictions: 

Historical Penalty Practice Restrictions Less than 900 and meets only IMPROVEMENT review Less than 900 and does not meet IMPROVEMENT review Reduction of practice time by one- full day throughout the playing season. Team is limited to five days of countable activity and 16 hours. Reduction of practice time by four hours per week throughout the playing season. Team is limited to 16 hours of countable activity.

Preseason Competition Penalties: 

Preseason Competition Penalties Proposal No. 2006-104 adopted. Eliminates preseason competition penalty. Restrictions on preseason competition were not thought to be meaningful.

APR Improvement Plans: 

APR Improvement Plans Required for teams falling below 925 regardless of penalty status. Exception – teams with four-year cohorts including fewer than 30 data points. Teams below 900 must submit plan, implementation reports and subsequent plan updates to NCAA national office.

Supplemental Support Fund Grant program developed to support campus-based initiatives designed to foster student-athlete academic success at limited-resource institutions. Approved by NCAA Division I Board of Directors in April, implemented in Fall.

Baseball Academic Enhancement Working Group - Update Formed to address concerns of Board regarding academic performance of baseball student-athletes. Baseball Academic Enhancement Working Group Recommendations: 

Baseball Academic Enhancement Working Group Recommendations Fall Term Certification. Must be eligible start of fall to compete in spring. Transfer Year in Residence. One-time transfer exception eliminated for baseball. Financial Aid. Minimum equivalency value (33%), maximum of 27 counters and roster maximum of 35. APP Penalties. Baseball teams with APR less than 900 – reduce playing season and number of contests by 10% (max 50 contests and 119-day playing season).
