Strategic National Stockpile Mass Dispensing Security Operations

Target Audience:

Objectives: 

Objectives Awareness Level Understand the health departments role for security when operating a Point of Dispensing Understand law enforcements role during a public health emergency requiring the Strategic National Stockpile Operational Level Identify requirements needed by local public health to secure a point of dispensing

Planning Assumptions: 

Planning Assumptions SNS has great quantities of prophylactic medication for anthrax, plague, tularemia SNS has smallpox vaccine for everyone in the United States plus enough to help other countries Bioterrorism will be geographically limited Public Health has established plans for Public Information Mass dispensing/vaccinating Site Security (crowd, traffic, parking)

Site Security Problems: 

Site Security Problems Traffic congestion Parking problems Scared people Long lines Angry people Opportunist criminals Flipping drugs Volunteer on volunteer violence

Public Health Role: 

Public Health Role Protect D ispensing site staff Safety and evacuation briefings Maintaining order Keep lines moving Keep people informed Keep people out of restricted areas Safeguard drugs and medical supplies Lock or guard drugs and supplies Monitor inventory levels Keep law enforcement informed of dispensing operations

Law Enforcements Role: 

Law Enforcements Role Insure dispensing site is safe Traffic control Maintain order Protect drugs, medical supplies and POD staff Keep public health informed of Security operations Officer Boo

Dispensing Activation: 

Dispensing Activation Include law enforcement on staff call downs so they have time to respond United States Marshals Service (USMS) Recommends a security sweep before setting up the site Staff and volunteers need to know how to contact law enforcement at the site Badging/Identification of staff and volunteers Staff and volunteers need to know the evacuation plan

Dispensing Operations: 

Dispensing Operations Keep people informed: T o reduce their frustration and anxiety Limit flipping (getting then selling) drugs The faster people move through the point of dispensing the less likely they are to cause problems Conduct your job with confidence and professionalism Notify security immediately when you think there is a problem
