From Monterrey to Rome… The message from Monterrey: More funds are needed. More funds have been pledged. But we need to demonstrate that aid is more effective. The message from Rome: Better coordination and alignment of donor practices will increase aid effectiveness. Donors have committed to take action: fewer missions, more transparency, more coordinated activities…

A problem: unpredictable aid: 

A problem: unpredictable aid Uncertainty regarding commitments and timing of disbursements… …makes aid less effective: Implementing PRS is more complicated. Undermines partner country ownership. Complicates budget execution. The problem reflects a combination of factors on both donor and recipient sides.

Way forward: relying on PRS as the framework for coordination?: 

Way forward: relying on PRS as the framework for coordination? Require substantial changes to procedures and practices for donors and partners. Donors should: Base their programming on needs and strategies identified in PRS. Move towards multi-year commitments. Programme and disburse funds in accordance with countries budget cycle. Partner countries should: Improve their internal alignment: PRS should inform internal policies. Involve donors closely in annual progress report process.

Issues for reflection…: 

Issues for reflection… Are health priorities adequately reflected in the PRS? If not, what can we do so that health priorities are better reflected in PRS… … and receive the attention they deserve from partner countries and donors? Role of Global Funds

Other issue: poor performers: 

Other issue: poor performers Poor performers require an alternative approach: Less reliance on state systems: budget support, SWAps… More reliance on other modalities for aid delivery. More delivery of basic services. Support for reformers. Strategies need to be designed on a case by case.
