Agreement of Political Parties on the Basic Principles of Research and Higher Education Reform In the area of R&D the Agreement includes: Introducing of the program- and competition based funding system Increasing investments in R&D from the national budget and other sources and reaching the average of the EU Member States by 2012 Setting-up a Research Policy Committee chaired by the Prime Minister Creation of a National Research Council and a National Science Foundation Support for the Integrated Research, HE and Business Centers, Centers of Excellence, National Integrated Programs, science – economy interface, international integration of Lithuanian research and HE Support for the renewal of the research and HE infrastructure Parliamentary supervision group for the implementation of the reform created Projects of legal acts to be submitted to the Parliament by 14 November 2007

In the area of infrastructure Concept of the development of Integrated Research, HE and Business Centers (“Valleys”) approved Project of the HE and Research Institutions’ Property Low prepared Feasibility study on the optimization of research and HE system infrastructure carried out National roadmap for development of research infrastructures initiated 5. In the area of human resources Salaries of the researchers and university teachers increased by 20% from 1 July 2007; further increase anticipated in 2008 Grant schemes for young and advanced researchers, postdoc’s, research groups, mobility of researchers (international and between science and industry), brain return being finalized in corresponding SF action program

Progress in respect to the Recommendations of the EC and the Conclusions of the Presidency: 

Progress in respect to the Recommendations of the EC and the Conclusions of the Presidency Substantial increase of commitment from the side of the Parliament and the Government in the area of the reform and strengthening R&D and HE system Investment in R&D will increase substantially from SF sources; a new commitment was also taken to invest more from national sources National integrated programs, “valleys”, amendments in legislation create more favorable conditions to private investment in R&D and development of PPP; proceeds the clusterization of science and industry; national priority areas are getting more visible R&D and innovation governance system will be restructured significantly Long-term R&D and HE development strategy will be designed. Strategy for the communication and promotion of R&D and HE reform is already under development in MoES Investment in human resources is being increased; a long-term Researchers’ Career Program is being finalized Implementing the R&D and HE reform, improving the governance, funding, science – business interface conditions and the research and HE infrastructure will be marked as primary objectives of National Lisbon Strategy Implementation Program
