Slide1: Michael Presland STRATEGIC PLANNING TOOLS FOR SPORTS
What is Active Places Power ?: What is Active Places Power ? Essentially an online Geographical Information System which can:
benchmark facility coverage – “what we have”
identify what “gaps” there are in provision
help plan for future provision
do this more quickly, accurately and easily than ever before – “push button”
Facility Coverage: Facility Coverage
Facilities on Active Places: Facilities on Active Places Swimming Pools
Sports Halls
Athletics Tracks
Synthetic Turf Pitches
Health & Fitness
Indoor Tennis
Indoor Bowls
Ski Slopes
Ice Rinks
Golf
Grass Pitches (now being entered)
Why these ?: Why these ?
Why These ?: Why These ? Often funded through Lottery
Have high development costs and require high revenue streams to maintain
Often require large areas of land
Are where 80% of sports take place
What might be added ?: What might be added ? Less traditional sports – individual participant sports
‘Recreational’ activities that are more likely to help meet 2020 target
Examples
Cycling
Skateboarding
Mountaineering
What can APP help support ?: What can APP help support ? More accurate base data
Leisure uses
Planning uses
Education uses
Funding and investment
Partnership working
More accurate base data: More accurate base data Consistent source of data on sports facilities
Base data for local strategies – lower costs for LAs and NGBs
Downloading of data into LA GIS systems for local authority initiatives / strategies
Quick analytical online resource
Strategic & Forward Planning: Strategic & Forward Planning Regional spatial strategies
Regional and sub-regional averages and comparisons
Information to undertake local needs assessments advocated by PPG 17
“Supply side” data on playing pitches for playing pitch strategies
Planning – development control: Planning – development control Rapid and detailed identification of existing facility stock
Basic but quick analysis of catchment area of proposed new facility
APP can help responses within statutory time limits for applications
What functions does APP provide?: What functions does APP provide? Thematic maps
Reports
Strategic Planning Tools
Download / Upload Data
Active Places Power: Active Places Power
But ….: But …. APP is a starting point for more detailed analysis
Covers limited number of facility types
Does not include local participation rates & sports development objectives
One of several tools available
Slide26: Other databases plus key organisations working with Active Places
Who will have access?: Who will have access? Sport England staff
Central government departments
Regional bodies – RDAs etc
Local authorities
National Governing Bodies of sport
Certain NGDBs
Local Authority Use: Local Authority Use Users
Leisure – sports facility planners and facility managers
Planning – forward planning and development control
Education – school redevelopment programmes BSF & PFI, and school sport / community use officers
Geographical Information Systems staff
Organisation must sign user agreement
Partners must agree to update information
Slide29: ACTIVE PLACES POWER PLUS (formerly the Facilities Planning Model)
What is APP+ ?: What is APP+ ?
What can APP+ assist with?: What can APP+ assist with? One basis for decisions about:
New facilities
Relocated facilities
Upgraded facilities
Opening up existing facilities currently unavailable for community use
Changes to management at existing facilities
What does the + add to APP?: What does the + add to APP? Active Places Power is mainly about ‘where we are now’ – establishing a position statement
Active Places Power Plus has a much greater capability of testing scenarios for the future
Demand and survey data: Demand and survey data What demand data and survey has been used to calibrate the APP+ model?
Essentially the same survey data used to calibrate the tools in Active Places Power
Unmet Demand – What is it?: Unmet Demand – What is it? For APP+ these are people who we think want to participate but cannot because:
Live too far away - beyond catchment
OR
The only facility or facilities which they can reach are full.
Regional & Sub Regional Scale: Regional & Sub Regional Scale Sport England periodically does runs at National scale which can be interpreted and analysed at Regional level
eg Pools Dec 2006 and Halls Jan 2007
You may be able to access parts of these through the Regional Office.
(NB this does not include scenario testing within local authority areas)
Local Assessments: Local Assessments Initial discussions between local authority and Sport England Region
‘In principle’ agreement to proceed
Database checking
Data collection
Draw up Contract
Runs undertaken by PDMS
Outputs received by SE from PDMS
Draft Report Produced
Final Report Produced
Present Final Report to Client
Follow-up work for LA Team
Examples of outputs: Examples of outputs
Unmet demand: Unmet demand
Unmet demand: Unmet demand
Relative share: Relative share
Summary: Summary Active Places Power is mainly about ‘where we are now’ – establishing a position statement Active Places Power Plus has a much greater capability of testing scenarios for the future
