The Project: The Project Project Period: 24 month – April 2002 to April 2004 Partners: Vehicle manufacturers Equipment manufactures Service Providers PSAP (Public Safety Answering Point) Emergency operators Public Authorities Others from Belgium, France, Germany, Italy, UK, Spain and Sweden


Project objective: Project objective   The project aims at: Creating an agreed technical, operational and business solution for pan-European vehicle E-Call services Testing and validating this solution on several trial sites throughout Europe   The project will thus develop a harmonised in-vehicle Emergency call system allowing the availability of in-vehicle generated emergency call services when travelling anywhere across Europe.


Why are we doing this ?: Why are we doing this ? Traffic Accidents 43,000 dead, 1.7 million injured in traffic in 1998 Reasons for accidents: 95% human error, 76% sole human failure, 38% distraction, 50% misjudging, driving dynamics, weather Correct professional help given within the first hour in crucial for surviving an accident (GOLDEN HOUR) Telematics is expected to give at least a 30% improvement of the average reaction time (the time from the call is made until professional assistance is on the scene) EC objective to reduce the traffic accident rate with 50% by 2010


The problem: The problem No common technical solution for providing or receiving vehicle e-calls exist today Services do not (generally) offer roaming when abroad Procedures and arrangements down the service chain – to the network operator, thence to an emergency call centre and finally to the emergency service itself – vary greatly from country to country No pan-European Business case exist


Extended vehicle E-call: Extended vehicle E-call Complementary to CGALIES CGALIES 112 call with location information E-MERGE Vehicle E-call with extended information that gives additional information to the emergency services Possibility for driver to select usage of directly E-112 and/or the E-Call function E-MERGE is NOT trying to build a second European emergency call but is merely trying to ensure that current E-Call systems are harmonised accross Europe and that the additional Information that can be retrived from vehicles can be used in case of emergency


The process: The process Identify requirements of all stakeholders; Define specifications for technical elements, including message content and formats, exchange protocols, databases, location referencing etc; Present a Europe-wide harmonised vehicle Emergency call system based on adaptation of existing technology and systems; Define operational procedures and arrangements for all stages of E-Call handling; Test the system in a selection of vehicles from different European vehicle manufactures in different scenarios and locations across Europe;  


The process: The process Analyse social/institutional issues such as data privacy; Examine organisational options and business case for a pan-European E-Call network; Propose scenarios for European E-Call service chain deployment; Promote the adoption of the agreed business solution across Europe.  


Test Sites: Test Sites E-MERGE will during the project be validated in and between: Germany Sweden UK Spain Italy And followed closely by: France


Test Sites - SWEDEN: Test Sites - SWEDEN This test site will cover the whole of Sweden. It will aim at performing technical and operational tests, by using existing amended vehicle technologies, communication standards, central systems and operational procedures. Stakeholders currently Involved Service Provider / PSAP: SOS Alarm Vehicle Manufacturer: VOLVO


Test Sites - Germany: Test Sites - Germany   The test site will cover the whole of Germany. It will aim at performing technical and operational tests, by using existing amended in-vehicle technologies, communication standards, central systems and operational procedures. Stakeholders currently Involved Service Provider: OnStar / GDV Vehicle Manufacturer: GM (OPEL)


Test Sites - Spain: Test Sites - Spain   The system will be tested in the Catalonia area, aimed at demonstrating the robustness and reliability of the project results in view of European wide interoperable applications. Stakeholders currently Involved Service Provider: RACC Vehicle Manufacturer: SEAT


Test Sites - ITALY: Test Sites - ITALY   E-MERGE solution will be included in a national pilot project, serving as the starting point for a nation wide implementation of the emergency calls management. Stakeholders currently Involved Public Authority: City of Milano Vehicle Manufacturer: FIAT


Test Sites - UK: Test Sites - UK   Based on an existing structure, aimed at establishing whether a standardised E-MERGE protocol for an vehicle E call system will operate successfully within the UK environment where a unique emergency call operation exists: commercial companies are responsible for receiving emergency calls and forwarding them to the correct service. Stakeholders currently Involved Public authority: DTLR PSAP: BT Operations Service Provider: The AA Emergency Operator: ACPO


Test Sites – Vehicle manufactures: Test Sites – Vehicle manufactures E-MERGE will be implemented and validated accross the test sites in the following vehicles: VOLVO SEAT GM - OPEL FIAT PSA (Citroen) The trials will be followed closely by: RENAULT

Key Players in CGALIES: Key Players in CGALIES 200 members. Telecom industry. Telecom service sector. Location technology providers. Emergency service authorities. Information service providers. To define requirements for Pan European location mechanism for all 112 calls.


Not covered by CGALIES: Not covered by CGALIES Will not carry out the implementation of 112 location information. No technical and physical adaptations at the PSAP side. Will not address other location based services, commercial or not.
