Premium member Presentation Transcript Interoperability of digital signatures - situation and possible projects: Interoperability of digital signatures - situation and possible projects Jaak Tepandi Estonia 12.06.2002 Contents: Contents General Background A generic project proposal TACIS General Background - promises of digital signatures: General Background - promises of digital signatures Successful deployment of digital signatures promises significant acceleration of electronic commerce improvement of social benefits provided to citizens development towards free and open democratic society General Background - reality: General Background - reality digital signature legislation is in force in a number of countries expectations to the usefulness have been too high many reasons, including insufficient interoperability of digital signatures legislative, technological, organizational, and even psychological problems Main components of interoperability of digital signatures: Legislation A Organisation A procedures PKI A ICT platform A ORGANI- SATION A ORGANI- SATION B Legislation B Organisation B procedures PKI B ICT platform B Main components of interoperability of digital signatures The situation may be worthening?: The situation may be worthening? the countries have digital signature legislation that is not always interoperable so far the differences are mostly just not implemented a pressure from business for serious digital signature use the countries are starting to enforce their digital signature legislation that results in deepening non-interoperability there is a need to do something fast A generic project proposal: purpose and results: A generic project proposal: purpose and results Two main components: significant work should be made in improving the legislation and environment for the digital signatures to prove that this work has value it should be deployed in real-life applications The first main component of the project : The first main component of the project Development of legislation, digital signature infrastructure, working practices in organizations, and necessary technology to provide inter-operability (within the EU and/or wider) The second main component of the project: The second main component of the project Elaboration of specific projects that will be valuable in itself and also provide a platform for testing and improving the development made in the first part Examples 'ID card for border control at Baltic sea harbors' 'eCitizen' (a portal providing easy-to use services for citizens) The sub-project list may be modified/extended Interoperable digital signatures for integration of Russia into a common European economic and social space: Interoperable digital signatures for integration of Russia into a common European economic and social space An eSecurity Action Line TACIS Project Proposal Contents: Contents Conditions in the specific area (sub-sector or institutional) Problems to be addressed Wider Objective, Project Purpose and Results Relation to other Tacis or other EU projects Conditions in the specific area (sub-sector or institutional): Conditions in the specific area (sub-sector or institutional) The current TACIS project proposal addresses digital signature interoperability issues between Russia, the EU, and the Northern Dimension Russia has adopted a digital signature law, however it provides obstacles to inter-operability with the EU Still there is considerable progress made and the NeDAP and TACIS could be channels to extend this progress Problems to be addressed - Russia: Problems to be addressed - Russia This proposal is in line with the Russian Federal Target Program 'Electronic Russia 2002-2010' the goals of the program development: integration of information space in Russia minimization of barriers in integration of Russia into international systems of information exchange providing all people access to the state information resources Федеральная целевая программа "Электронная Россия 2002-2010” (1): Федеральная целевая программа 'Электронная Россия 2002-2010' (1) 3. Система программных мероприятий - Совершенствование регулирования деятельности в сфере ИКТ - Нормативное регулирование ИКТ будет основываться на следующих принципах: - обеспечение единства информационного пространства на территории России, ликвидация барьеров на пути распространения информации (межрегиональных, межведомственных и др.); Федеральная целевая программа "Электронная Россия 2002-2010” (2): Федеральная целевая программа 'Электронная Россия 2002-2010' (2) - обеспечение права каждого на доступ к открытым государственным и общественным информационным ресурсам с учетом обеспечения их достоверности и целостности; - гласность и открытость разработки регулирующих норм с широким привлечением общественности и бизнеса к подготовке проектов нормативных актов и их обсуждению; Problems to be addressed - TACIS: Problems to be addressed - TACIS The project proposal also addresses the TACIS objectives: according to the Council Regulation (EC, Euratom) No 99/2000 of 29 December 1999 (cross-boarder and regional cooperation, development of inter-state economic links and trade flows, social aspects of transition) the objectives stated in the Russian Federation TACIS Indicative Programme 2000-2003 (integration of Russia into a common European economic and social space, as well as addressing the social consequences of transition) Wider Objective, Project Purpose and Results: Wider Objective, Project Purpose and Results Two main components: significant work should be made in improving the Russian legislation and digital signature environment. to prove that this work has value it should be deployed in real-life applications The first main component of the project : The first main component of the project Development of legislation, digital signature infrastructure, working practices in organizations, and necessary technology to provide inter-operability with the EU The second main component of the project: The second main component of the project Elaboration of specific projects that will be valuable in itself and also provide a platform for testing and improving the development made in the first part The following two projects are proposed 'Russian eCitizen' (a portal providing easy-to use services for citizens,) 'ID card for border control at Baltic sea harbors'.
