The Current Situation of Chinese Railways (1) Railway Transportation To face the lack of transportation capacity, imbalance of demand and supply, China has to find the expansion potential by every possible means, perfect the transportation organization, raise the transportation efficiency, guarantee the transportation of coal, food, petroleum, chemical fertilizer, and all other key living materials. For supporting the implementation of the macro-adjustment and control and stabilizing the development of national economy, China has raised its train speed for five times, adjusted the structure of transportation, adopted new trains and made effort on increasing transportation capacity and profit.

4 The Constant Growth of Transportation Capacity in Passengers and Goods By 2005, the total freight capacity of dispatch is 2.69 billion tons, the capacity of transferring is 2,072.6 billion ton- km and the average haul is 770.5 km. The total capacity of passenger dispatch is 1.16 billion, the transferring capacity is 606.1 billion passenger-kilometers, and the average haul is 524.7km.

6 The Structure of Transportation The railway freight is highly concentrated in a few commodities, such as coal, petroleum and steel. The coal transport is over 40% of the total transportation. The passenger transport is mainly compose of mid and long haul trips. The trips of more than 500 km are over 35% of the total transportation. Therefore, China’s railway transportation market is composed of basic living resources and mid- to- long haul passenger transport.

7 1. The Current situation of Chinese Railways (2.) Building Railway Network Under the mid-to-long term development plan approved by the government, Chinese railways have entered a leap- forward phase: ----- The construction of 11 dedicated passenger lines and city passenger lines have been started, which includes Wuguang, Shitai, Jingjin, Zhenxi, Wuhe, Hening, Yongtaiwen, Shifu and Fuxia, etc. ----- The construction of 6 main lines with the features of speed-raising and safety standard has been started. ----- The renovation of 200,000,000- ton accessory project of Daqin heavy load track has been finished. Operation of Qingzang railway has been started. The construction of important projects, such as Qinshen dedicated line, Yuehai line, Ningxi line and Shuohungfu line, has been finished one after another. The investment on base construction in 2005 is 88.9 billion RMB, and the construction work has been speeded up in the beginning.

8 1. The Current Situation of Chinese Railway Increasing Operation Network, Improving Service quality. By the end of 2005, the total operation mileage is 75, 000 km, a 17,000 increase from 1990. The average annual increase is 1,100 km.

The Current Situation of Chinese Railways (3) Advanced Technology --- Two successful speed raises and extension of high standard high-speed lines mean that we have the technology of constructing high-speed lines, 200km/h, and the technology of renovation. --- We have successfully imported high-speed (200km/h) multi unit and large capacity locomotives. The successful research on G80, a 25-ton axle heavy loading car for coal, has been operated, and it is the start of using heavy loading cars for 20,000 ton coal. --- Part of the information management system has been operated. --- The technology of building railway on Qingkangzang plateau has been recognized as an advanced technology.

The Current Situation of Chinese Railways (4) The Reformation on Management System ---- The main function and the supplemental function are separated, and a big progress on system reformation has been made. The design and construction are successfully separated, and the function of education and health care are transferred. ---- Set up direct control of depots and stations, the branches are canceled, and promote the adjustment of productivity structure for transport. ---- Successfully reform the investment and financial management systems. Local government and the enterprises gain the knowledge of railway investment, therefore, the railway venture investment and joint-stock systems are formed and renovated.

12 1. The Current Situation of Chinese Railways (5) The problems: Low transport capacity. The scale and the structure of railway network do not mach the national economy. Equipment is not advanced enough to adapt modern transportation. Low financing of investment.

16 2. The Significance of “Mid-to-long Term Planning” In Jun 2003, the Ministry of Railway set forward the leap-forward development strategy. The strategic core is to extend the scale of railway network, and raise the standard of railway technology, and adapt the national economy. In January 2004, the State Department approved “Mid-to-long Term Railway Network Plan”, which believes that railway has the advantages such as large transport capacity, low cost and plays a key role in the comprehensive system of transport. It is significant to set up a plan to speed up the development of railway and promote the national economy.

17 With a large population, huge area, imbalance between resources and industries, the economic gap between different areas, the rising of living standard and economy, and the requirement of better service quality in transportation, China needs railways, a mass transit with large transport capacity, low cost, high safety and all-weather transport, to match the development features of our economy and society, which are large transport capacity, long haul passenger and freight transport, and the continuos growth of the transport ’ s needs. 我国人口众多,地域辽阔,资源分布和工业布局不平衡,区域经济发展差异较大,随着人民生活水平提高和经济结构优化升级,旅客货主对运输快捷、经济便利、安全正点等方面的质量要求越来越高,铁路作为大众化、大能力、低成本、全天候、安全性好的交通工具,是符合我国经济和社会发展特点的大运量、长距离客货运输主力,运输需求必将持续大幅度增长。 1 、 加快铁路发展的意义 The meaning of speeding up the railway development

21 (1) The Goal of Development 发展目标 For everyone to have a comfortable life in China, we need to enlarge the railway network, improve the structure and quality, expand the capacity and raise the standard for equipment . By 2020 The national operation mileage will reach 100,000 km. The main freight lines will be separated from the main passenger lines. 50% railway lines will be electrified and doubled. The transport capacity matches the national economy and the development of society.

22 (2) The Lay out Principle of the Plan 规划布局原则 Separate the busy lines into freight lines and passenger lines. Develop city rapid public transit system in high density area. Strengthen the connection between each economic zone, and make a smooth transportation. Increase the density of railway network and the area covered by network. Strengthen the coordination between the points and the lines, and adjust the productivity lay out.

23 Focus on development of dedicate lines and raise speed of main transport lines By 2020, a structure of four horizontal and four vertical railways will be built.

Building two-level container pass ways and center station, promoting the development of container transport Strengthen the multi- connection pass ways for container transport, and construct the logistic center. Build up center station for big container transportation, and form a two-level container transport network.

29 (3) The Development Plan 规划方案 There is going to be a railway network covering the most cities with over 200,000 population, resource zones, main harbors, main port railway network after the plan is carried out. The railway network will supply the other transport system and promote development.

30 The Mission of the 11th 5-year plan: increasing mileage 17,000 km, including dedicated lines 7000km. --- Building rapid railway network: Jinhu, Beijing-Guangzhou-Shenzen, Hada, Jinqin. --- Strengthening the coal transportation: expanding the capacity of the following lines, Baotou-Xian-Ankang, Daqin, Shuohuang ---- Extending the west railway network: Lanyu, Taiyuan-Zhongwei-Yinchuan. ---- Strengthening the pass ways of departure and landing, the back pass way of harbors, the container transport center network: Shanghai - Nantong, Xiangtang - Meizhouwan 3. Follow the Guidance of the plan and strengthen the railway development during the 11th 5-year plan

31 Promoting the Reformation of Financing System for Railways According to “ State Department Decision on the reformation of the investment system” and the leap-forward development, government will lead a multi-channel investment and market operation. --- Government is the leader: Railway is an important infrastructure, high investment, and the term of turn over is long. The whole process needs government to function as a leading investor. --- Multi- channel investment: The construction cost is high, therefore, railway needs investment from different channels. --- Market Economy: Follow the law and the nature of market economy, and set up legal investment venture company which is responsible for the construction, management and operation.

32 2005 年 7 月,铁道部颁布了 《 关于鼓励和引导非公有制经济参与铁路建设经营的实施意见 》 ,明确提出 ---- 按照 “ 平等准入、公平待遇 ” 原则,在铁路建设、铁路客货运输、铁路装备制造和多元经营等领域对社会资本开放, ---- 鼓励社会资本以合资铁路等多种方式参与铁路客运专线、煤运通道、集装箱站场等重点项目建设和国铁企业重组改制, ---- 积极引进国外先进技术和建设管理方式,开放工程咨询市场, ---- 建立健全相关的法律法规和政策体系,为投资者创造良好的投资环境。 In July 2005, the Ministry of Railway issued “The implementation of encouraging and leading the investment from non-public sector in the construction of railway”, and indicated: --- According to the principle of being equal, and fair treatment, the investment of railway construction, railway equipment manufacturing, freight and passenger transportation, is open to the social resources. --- Encouraging joint venture on dedicated passenger lines, coal transportation, container transport and the reform of state-owned enterprise. --- Import advanced technology from overseas, and open up the consulting market. --- Set up the related law and policy to create a better investment environment
