Environmental Protection Commission of Hillsborough County The Environmental Protection Commission of Hillsborough County (EPC) was created in 1967 by special act of the Florida Legislature to control and regulate activities which are or may reasonably be expected to cause pollution or contamination of air, water, soil and property, or cause excessive and unnecessary noise.

The breakdown… Current responsibilities of EPC are handled by five service divisions: Air Environmental Resources Water Waste Wetlands and two support divisions: Finance and Administration Legal

Governing body…: 

Governing body… Hillsborough's County Commissioners, serve in a separate capacity as the Board of EPC, with environmental protection jurisdiction that includes unincorporated Hillsborough County and the cities of  Temple Terrace, Plant City, and Tampa.

Legal Department: 

Legal Department The EPC Legal Department functions as counsel for the Commission, the Executive Director, and staff in all aspects of agency activities.

Air Management Division: 

Air Management Division The Air Management Division protects the public’s health and safety by attaining and maintaining the National Ambient Air Quality Standards (NAAQS), as well as regulates noise pollution in Hillsborough County.

Environmental Resources Management Division: 

Environmental Resources Management Division The Environmental Resources Management Division focuses on data collection and analysis, recommendations for restoration and management of the resource, and studies on the impacts of developing new water sources. Waste Management Division: 

Waste Management Division The Waste Management Division regulates solid and hazardous waste disposal/management practices, and is responsible for the regulation of above and underground storage tanks and the cleanup of petroleum contaminated sites.

Water Management Division The mission of the Water Management Division is to protect, conserve and restore surface and ground water resources and maintain the purity of all waters consistent with public health and enjoyment.

Wetlands Management Division: 

Wetlands Management Division The Wetlands Management Division is charged with the identification and protection of Wetlands in Hillsborough County. Under the Wetlands Rule, the Division recognizes the rights of property owners to use their lands in a reasonable manner, as well as the rights of the citizens to protection of waters and associated wetland ecosystems. The division’s mission is to minimize disturbances to wetlands and to strive for “no net loss” of wetlands.
